Protection of Medical Freedom; Prohibits DOH from requiring enrollment in state’s immunization registry or otherwise requiring persons to submit to immunization tracking; prohibits business & governmental entities from requiring individuals to provide proof of vaccination to gain access to, entry upon, or service from such entities; prohibits employers from refusing employment to, or discharging, disciplining, demoting, or otherwise discriminating against, individual on basis of vaccination or immunity status; revises purposes of Florida Civil Rights Act of 1992 to include discrimination protection for vaccination or immunity status.

Enforcement of School Bus Passing Infractions; Authorizes school districts to install & operate school bus infraction detection systems & to contract with private vendor or manufacturer; requires school districts to enter into interlocal agreements with law enforcement agencies to enforce violations; requires school district to provide certain public notice; provides notification requirements & procedures for vendors, manufacturers, & law enforcement agencies; requires person who receives notification of violation to pay civil penalty or request hearing within specified timeframe; provides for distribution & use of funds; specifies requirements of & prohibitions on use of video & images recorded by system; requires reports to DHSMV, Governor, & Legislature; requires SBE to establish system specifications; provides civil penalties for violations enforced by system.

Sickle Cell Disease Medications, Treatment, and Screening; Requires certain health care providers to notify primary care physicians of newborns & infants of certain screening results relating to sickle cell hemoglobin variants & to submit such results to DOH for specified purpose; requires such physicians to provide certain information to parents & guardians; requires DOH to establish & maintain sickle cell registry; authorizes parents & guardians to request to have their children removed from registry; requires AHCA to review sickle cell disease medications, treatments, & services for Medicaid recipients & develop written report, post report on its website, & submit copy of report to Governor, Legislature, & certain entities. APPROPRIATION: $1,332,159

Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.

Criminal Sentencing; Provides no points will be assessed for violations of community sanctions that are resolved under alternative sanctioning program; provides for resolution of low-risk violations of probation through alternative sanctioning program; corrects provisions concerning limiting prison sentences for first time revocations for low-risk violations; provides for structured sentences when technical violations result in prison terms; provides time periods for hearing & release of probationer or offender concerning technical violations; provides that an alternative sanctioning program is default method for resolution of certain low-risk violations.
