Pancreatic Cancer Awareness Month; Designates November 2024 as "Pancreatic Cancer Awareness Month."

Latin and Hispanic Heritage Month; Recognizes September 15 to October 15, 2024, as "Latin & Hispanic Heritage Month" in Florida.

Endangered Species Day; Designates May 17, 2024, as "Endangered Species Day."

Developmental Disability Awareness Month; Recognizes March 2024 as "Developmental Disability Awareness Month."

Historically Black Colleges and Universities; Provides appropriation to DOE for increased security measures at public & private historically black colleges & universities; requires reversion of unexpended funds; & provides for future appropriation. APPROPRIATION: $30,000,000

Public Safety; Repeals ss 1-36, ch. 2023-18, LOF, relating to private school requesting sheriff to establish guardian program; revises training program hours required for school employees to be certified as school guardians; authorizes person to carry concealed weapon or concealed firearm if he or she is licensed to do so or meets specified requirements; prohibits person who is carrying concealed weapon or concealed firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or concealed firearm in this state if he or she meets same requirements as resident; requires each law enforcement agency to create & maintain an active assailant response policy; requires Office of Safe Schools to develop behavioral threat management operational process; requires DOE to establish Florida Safe Schools Canine Program.

Housing; Creates Department of Housing & Tenant Rights; provides for secretary be appointed by Governor & confirmed by Senate; provides purpose of department; requires department submit a report; revises provisions relating to residential tenancies, landlords, & tenants, including requirements for rental agreements, security deposits, notices, evictions, rights to purchase, rent control, impact fees, & documentary stamp taxes.

Insurer Accountability; Revises reporting requirements for insurers that pay financial consideration or payment to affiliates; revises factors office must consider in determining whether such financial consideration or payment is fair & reasonable; specifies reporting requirements for insurers relating to agreements with affiliates.

Medicaid and Florida Kidcare Programs Expansion; Provides that certain enrollees in Florida Kidcare program & Florida Healthy Kids program with family incomes at or below specified federal poverty level are not required to pay any premiums; prohibits certain charges from being imposed on such enrollees; revises list of people eligible for & length of time covered by Medicaid optional payments; requires AHCA to create Office of Medicaid Ombudsman to provide consumer protection & perform advocacy functions related to Medicaid.

Evictions During Emergency Conditions; Prohibits sheriff from serving or executing writ of possession until specified time on certain premises that are under hurricane watch or hurricane warning; tolling notice period for writ of possession issued on certain premises that are under hurricane watch or hurricane warning.
