Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Early Child Care Universal Voucher Program; Establishes Early Child Care Universal Voucher Program; & provides program, funding, ELC, DOE, provider, student, & parent requirements.

Heat Illness Prevention; Requires employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for employers & employees; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules.

Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.

Grandparent Visitation; Revises criteria required for grandparent of minor child to petition court for grandparent visitation.

Equal Rights for Men and Women; Ratifies proposed amendment to U.S. Constitution relating to equal rights for men & women.

Residential Swimming Pool Requirements; Requires swimming pools located on residential real property that is transferred or sold on or after specified date to meet certain pool safety & pool barrier requirements; requires certain persons to report violations of law to local law enforcement agency.

Housing; Creates Department of Housing & Tenant Rights; provides for secretary be appointed by Governor & confirmed by Senate; provides purpose of department; requires department submit a report; revises provisions relating to residential tenancies, landlords, & tenants, including requirements for rental agreements, security deposits, notices, evictions, rights to purchase, rent control, impact fees, abandonment of property, & documentary stamp taxes.

Financial Assistance for Homeowners; Creates Homeowners' Assistance Fund within Department of Commerce for specified purposes; provides expenses that qualify under fund; requires secretary of department to allocate certain amount of funds for administrating & overseeing fund, to provide technical assistance to eligible entities, & to inspector general of department to oversee certain programs; specifies how secretary must allocate funds to eligible entities; requires eligible entities to request funds within certain time period; requires secretary to disburse & reallocate funds within certain time period.

Organ Donation; Provides administrative leave for certain employees; requires certain locations to display information about organ donation & registration; requires courses include information about organ donation; requires link to statewide organ donation registry be included on specified websites; prohibits insurance policies from limiting or excluding coverage for living organ donors.
