Denial of Health Care Services; Requires covered entity to adopt policy relating to refused services; requires covered entity to submit complete list of refused services to DOH; requires covered entity to submit list, along with its application, if applying for certain state grants or contracts; provides penalty; requires DOH to publish list of covered entities & their refused services on its website; requires DOH to develop & administer public education & awareness program.

Community Violence Intervention and Prevention Grant Program; Creates Community Violence Intervention & Prevention Grant Program within DCF; provides uses for grants provided by department; provides application requirements & procedures for such grants; provides restrictions on grant funds; provides for program costs; requires specified evaluations; requires public hearings; prohibits certain conditions on grants; provides for grant duration; requires reports from recipients; requires annual report.

Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Fees/Registration with Animal Abuser Registry; Requires animal abuser to pay certain fee upon registration & annual renewal with animal abuser registry; provides for distribution of funds.

Animal Abusers; Requires FDLE to post publicly accessible registry list on its website of persons convicted of specified animal abuse offenses; provides requirements for registry; prohibits specified acts by registered abusers; prohibits certain persons & entities from selling, exchanging, or otherwise transferring ownership of animal to registered abuser; authorizes courts to prohibit persons convicted of certain animal cruelty or sexual activity with animal violations from having responsibilities for or association with animal as condition of probation.

Pub. Rec./Current or Former County and City Attorneys; Provides exemption from public records requirements for personal identifying & location information of current & former county attorneys, assistant county attorneys, deputy county attorneys, city attorneys, assistant city attorneys, & deputy city attorneys & names & personal identifying & location information of spouses & children of such attorneys; provides exception; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Preemption of Firearms and Ammunition; Repeals provisions preempting the field of regulation of firearms & ammunition to Legislature, to exclusion of local jurisdictions.

Sales of Ammunition; Requires background checks for sale or transfer of ammunition.

Care for Retired Law Enforcement Dogs; Creates Care for Retired Law Enforcement Dogs Program within FDLE; requires FDLE to contract with nonprofit corporation to administer & manage program; specifies requirements for nonprofit corporation & disbursement of funds for veterinary care of eligible retired law enforcement dogs. APPROPRIATION: $300,000

Children with Developmental Delays; Revises definition of term "exceptional student" to include additional students with developmental delays.
