Rec. and Meetings/Mental Health and Substance Abuse; Specifies that hearings relating to mental health & substance abuse, respectively, are confidential & closed to public; provides exceptions; exempts certain information from public records requirements; expands public records exemption to include certain petitions & applications; authorizes disclosure of certain confidential & exempt documents to certain service providers; authorizes courts to use respondent's name for certain purposes; revises applicability; provides for future legislative review & repeal of exemption; making technical changes; provides statements of public necessity.

Florida Public Service Commission; Revises membership of PSC; requires PSC to include specified information in settlement agreement orders, ensure certain allowable returns on equity, establish certain schedules for rate change requests, & provide annual report to Governor & Legislature.

Special Protections in Judicial Proceedings; Authorizes court to require pro se defendant to question certain victims & witnesses through standby counsel at any trial, hearing, or deposition upon specified findings.

Medicaid Provider Networks ; Requires AHCA to establish network adequacy standards for prepaid dental plans; provides requirements for such standards; requires Medicaid managed care plan provider network databases to identify whether providers are accepting new patients; requires prepaid dental plans to to provide specified information on online provider database.

Drowning Prevention Education; Requires DOH to develop educational materials on drowning prevention safety measures & safe bathing practices for specified purposes; provides requirements for such materials; requires hospitals, birth centers, & home birth providers to provide educational materials to new parents & caregivers as part of their postpartum education & care; requires childbirth educators to provide informational materials to parents or caregivers receiving childbirth education from them.

Recovery of Damages for Medical Negligence Resulting in Death; Removes provision precluding certain persons from recovering damages for medical negligence resulting in death.

Pub. Rec./Agency Employees; Provides exemption from public records requirements for certain identifying & location information of current or former agency employees & spouses & children of such employees; provides for retroactive application; specifies that exemption does not limit certain existing exemptions; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Leave for Living Organ Donation; Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Pub. Rec./Applicants, Owners, and Operators of Family Foster Homes and References of Such Persons; Provides confidentiality & exemption from public records requirements for personal identifying & location information of applicants for family foster homes & current & former owners & operators of family foster homes, & names & personal identifying & location information of spouses, children, & other adult household members of such applicants, owners, or operators; provides confidentiality & exemption from public records requirements for personal identifying & location information of character or neighbor references of family foster home applicant or current or former owner or operator of family foster home; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Antisemitism Task Force; Creates Antisemitism Task Force within Office of Civil Rights of DLA for specified purpose; requires department to provide administrative & staff support to task force; provides for appointment & terms of members; provides for per diem & travel expenses; provides membership & duties of task force; requires report to Governor & Legislature by specified date; provides for future review & repeal of task force.
