Compensation for Wrongfully Incarcerated Persons; Revises requirements for when petition seeking compensation must be filed; requires prosecuting authority to petition Governor to appoint substitute prosecuting authority under certain circumstances; provides deceased person's heirs, successors, or assigns do not have standing to file petition; revises compensation eligibility requirements; revises requirements for awarding compensation & continuing appropriations.

Provision of Homeowners' Association Rules and Covenants; Requires association to provide copies of association's rules & covenants to every member before specified date, & every new member thereafter; requires association to provide members with copy of updated rules & covenants; authorizes association to adopt rules relating to standards & manner in which such copies are distributed; authorizes association to post complete copy of association's rules & covenants, or direct link thereto, on homepage of association's website; requires association to provide specified notice to its members.

Mobile and Manufactured Homes; Authorizes AG to enforce certain compliance; revises mobile home park owners' obligations; authorizes mobile home park owners & mobile home owners to initiate presuit mediation; revises dispute resolution process; provides requirements for screening prospective purchasers; authorizes courts to award treble damages in certain proceedings; authorizes homeowners' associations to institute, maintain, settle, or appeal certain actions or hearings.

Damages Recoverable in Wrongful Death Actions; Removes provision that prohibits adult children & parents of adult children from recovering certain damages in medical negligence suits.

Required Instruction in the History of Asian Americans and Pacific Islanders; Requires history of Asian Americans & Pacific Islanders to be included in specified instruction; & provides requirements for such instruction.

Professional Licensing Requirements for Barbers and Cosmetologists; Provides period of time when conviction, or any other adjudication, for crime may not be grounds for denial of licensure as barber or cosmetologist; requires applicable board to approve educational program credits offered to inmates in institutions or facilities for purposes of satisfying training requirements for licensure as barber or cosmetologist.

Child Restraint Requirements; Revises requirements for use of crash-tested, federally approved child restraint device while transporting child in motor vehicle.

Tax Exemption for Diapers and Incontinence Products; Exempts sale for human use of diapers, incontinence undergarments, incontinence pads, & incontinence liners from sales & use tax.

Translation Services; Authorizes clerk of circuit court to provide translation services; authorizes clerk of circuit court to contract with third-party translation service provider to provide translation services; requires that such service by clerk of circuit court be ministerial assistance only; prohibits clerk of circuit court from providing legal advice; provides that clerk of circuit court is not required to provide translation services.

Fines Levied by Homeowners’ Associations; Prohibits fines imposed by homeowners' associations from exceeding $500 in aggregate; requires association to provide notice to member at his or her designated mailing address; provides exception; provides requirements for notice; prohibits imposition of fine or suspension.
