Early Learning; Revises provisions relating to early learning coalitions & specified early learning programs.
Motor Vehicle Racing Penalties; Increases fine for specified offenses; increases criminal penalty & revising applicability of criminal penalty for second offenses of specified violations occurring within specified time period; provides penalties for impeding, obstructing, or interfering with an emergency vehicle while participating in drag race, street takeover, stunt driving, competition, contest, test, or exhibition; increases penalty for third or subsequent offenses of specified violations occurring within specified time period; increases fine for such violations; increases fine for acting as spectator at specified violations.
Health Care Practitioner Titles and Abbreviations; Specifies which titles & abbreviations health care practitioners may use in their advertisements, communications, & personal identification; prohibits health care practitioners from using deceptive or misleading terms or false representations in their advertisements; requires certain health care practitioners to prominently display copy of their license in conspicuous area of their practices; provides for denial of licensure & disciplinary action.
Resident Status for Tuition Purposes; Prohibits individual from losing his or her resident status for tuition purposes solely because of his or her incarceration.
Dependent Children; Revises laws relating to dependent children including requiring GAL for each child; authorizes GALs to represent child in other proceedings; access records, request continuances, & receive notices; provides duties & responsibilities of GALs; requiring Statewide Guardian ad Litem Office to provide oversight & assistance to attorneys ad litem, & assist child find supportive adult; requires Office of Continuing Care to work in coordination with Statewide Guardian ad Litem Office; authorizes Fostering Prosperity program to provide grants.
Aftercare Services Under Road-To-Independence Program; Revises eligibility requirements for young adult to receive aftercare services; limits aftercare services available to certain young adults; authorizes DCF to distribute federal funds to young adults, regardless of their eligibility, under certain circumstances.
Expedited Approval of Residential Building Permits; Requires governing bodies to create or update program to expedite process for issuing residential building permits; authorizes applicants to use private provider; requires governing body to establish registry of qualified contractors for specified purpose; authorizes governing body to issue addresses & temporary parcel identification numbers; requires governing body to issue specified number or percentage of building permits; provides applicant has vested rights when conditions are met; prohibits governing body from making changes to preliminary plat without written consent; requires applicant to indemnify & hold harmless certain entities & persons.
Controlled Substances; Adds tianeptine to list of Schedule I controlled substances.
Dental Insurance Claims; Prohibits contract between health insurer, prepaid limited health service organization, & HMO & dentist from containing certain restrictions on payment methods to dentists; requires health insurer, prepaid limited health service organization, & HMO to notify dentist before paying claim to dentist through electronic funds transfer; prohibits health insurer, prepaid limited health service organization, & HMO from charging fee to transmit payment to dentist through automated clearinghouse transfer unless dentist has consented to such fee; prohibits health insurer, prepaid limited health service organization, & HMO from denying claims for procedures included in prior authorization.
