Legislative Compensation Advisory Council; Creates Legislative Compensation Advisory Council; requires OLS to provide administrative support; provides purpose of council; provides for membership of council; prohibits certain council members from being current member of & Legislature, current employee of Legislature, or registered lobbyist; requires council to hold its first meeting by specified date & to hold periodic meetings thereafter; authorizes members to attend meetings through communications media technology; provides duties of council; requires council to submit specified report to Legislature by specified date & biennially thereafter.

Florida Commission on Human Relations; Removes requirement that Florida Commission on Human Relations send certain information to certain persons by registered mail.

Task Force on Public Safety in Urban and Inner-City Communities; Creates Task Force on Public Safety in Urban & Inner-City Communities; provides for membership, staff support, meetings, duties, & powers; requires executive director of FDLE to issue subpoenas; authorizes task force to seek assistance from state agencies & to access certain exempt or confidential & exempt information or records; provides requirements for such access; requires reports; provides for sunset of task force & repeal of provisions; provides appropriation. APPROPRIATION: $600,000

Pub. Meetings/Task Force on Public Safety in Urban and Inner-City Communities; Provides exemption from public meetings requirements for portions of meetings of Task Force on Public Safety in Urban & Inner-City Communities at which exempt or confidential & exempt information is discussed; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Health Insurance Cost Sharing; Requires specified individual health insurers, group insurers, HMOs & their pharmacy benefit managers to apply payments of prescription drugs by or on behalf of insureds & subscribers toward total contributions of insureds' & subscribers’ cost-sharing requirements under certain circumstances; provides disclosure requirements; requires specified contracts to require PBMs to apply payments by or on behalf of insureds & subscribers toward insureds' & subscribers’ total contributions to cost-sharing requirements.

Unlawful Sale Of Alcoholic Beverages; Prohibits unlawful sale of alcoholic beverages at commercial establishment or keeping or maintaining of place where alcoholic beverages are sold; specifies conditions under which sites that have violated prohibition on unlawful sale of alcoholic beverages may be declared public nuisance.

Progressive Supranuclear Palsy and Other Neurodegenerative Diseases Policy Workgroup; Requires State Surgeon General to establish progressive supranuclear palsy & other neurodegenerative diseases policy workgroup; provides for duties, membership, & meetings of workgroup; requiring State Surgeon General to submit annual reports & final report by specified date to Governor & Legislature.

Congenital Cytomegalovirus Screening; Requires certain hospitals to administer congenital cytomegalovirus screenings on newborns admitted to hospital under specified circumstances; provides coverage under Medicaid program for screenings & any medically necessary follow-up reevaluations; requires newborns diagnosed with congenital cytomegalovirus be referred to primary care physician for medical management, treatment, & follow-up services.

Florida Museum of Black History; Creates Florida Museum of Black History Task Force within Division of Historical Resources of DOS; provides for appointment of task force members by Governor & Legislature; provides requirements for members of task force; requires task force to develop certain plans & recommendations; requires task force to submit report to Governor & Legislature before certain date; provides for expiration of task force; authorizes Legislature to consider commissioning, construction, operation, & administration of Florida Museum of Black History.
