Fines and Fees; Authorizes clerk of court to accept monthly installment payments for administrative processing charge; revises methods by which clerk may accept payments for fees, charges, costs, & fines; provides requirements for payment plan; authorizes court to modify payment plan or reduce, waive, or convert to community service outstanding fees, costs, or fines; prohibits clerk from sending incarcerated individual's account to collection agency or sending notice to DHSMV to suspend incarcerated individual's driver license; revises offenses that would lead to suspension of driver license upon failure to comply with court directives.

Services Provided by the Department of Highway Safety and Motor Vehicles or Its Agents; Establishes presumption of ownership & right of possession to certain motor vehicle or mobile home; prohibits DHSMV or tax collector from charging fee for reissuance of certificates of title; authorizes permanent registration of rental trucks; authorizes DHSMV to deem reduced-dimension license plate to be necessary to accommodate trailers; authorizes disabled veterans to be issued military license plate or specialty license plate in lieu of "DV" license plate; authorizes DHSMV to design, issue, & regulate use of temporary tags; provides period of validity of temporary tags; removes provisions requiring written, notarized request for purchase of temporary tag.
Exposures of First Responders to Fentanyl and Fentanyl Analogs; Provides criminal penalties for adults who unlawfully possess specified controlled substances & who expose first responder to such substances, if exposure results in an overdose or serious bodily injury; provides affirmative defense.

Rec./Military Personnel and Their Families; Provides exemption from public records requirements for identification & location information of certain current & former military personnel & their spouses & dependents; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.
Improvements to Real Property; Authorizes program administrator to offer program for financing qualifying improvements for commercial & residential property; creates seller's disclosure statements for properties offered for sale which have assessments on them for qualifying improvements; requires any financing agreement executed be submitted for recording in public records of county where property is located; prohibits recorded financing agreement from being removed from attachment to property; requires program administrator comply with act & any related contracts, agreements, or interlocal agreements be amended to comply with act.
Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations.
