Concurrent Legislative Jurisdiction over United States Military Installations; Provides that this state may accept relinquishment of exclusive concurrent legislative jurisdiction from U.S. over U.S. military installations located within boundaries of this state; provides that this state has concurrent legislative jurisdiction with U.S. over such military installations; provides procedures & requirements therefor.

Recognizing Judea and Samaria; Prohibits use of term "West Bank" in official government materials; prohibits use of moneys to create official government materials using such term; requires instructional materials & library media center collections adopted or acquired by certain entities on or after specified date to refer to certain area as Judea & Samaria; prohibits instructional materials & library media center collections adopted or acquired by certain entities on or after specified date from using term "West Bank."

Adverse Personnel Actions and Ethics Complaints; Prohibits agencies & independent contractors from taking specified actions against employees for disclosing certain information to Commission on Ethics; requires that information disclosed include specified violations or alleged violations; requires disclosure of specified information to commission; provides that specified provisions protect employees who submit written complaints to commission or provide information to investigator during investigation of complaint or referral; authorizes certain employees to file complaints in accordance with specified provisions; authorizes such employees to pursue specified administrative remedy or civil action within specified timeframe; authorizes local public employees to file complaint with appropriate local governmental authority; specifies requirements for administrative procedures created by local governmental authorities; authorizes such employees to bring civil actions in court of competent jurisdiction under specified conditions; provides that it is affirmative defense to certain actions that adverse personnel action was predicated on grounds other than exercising of certain protected rights; requires commission to deliver complaints & any amendment thereto to agency conducting certain investigation, upon agency's written request; provides that such delivery does not affect specified exemptions in regard to complaint & amendments; requires that such delivery be within reasonable timeframe; requires that commission redact certain information under specified conditions; requires commission to deliver complaints & any amendment thereto to certain persons upon notarized written request.

Pub. Rec. and Meetings/Mental Health and Substance Abuse; Specifies that hearings relating to mental health & substance abuse, respectively, are confidential & closed to public; provides exceptions; exempts certain information from public records requirements; expands public records exemption to include certain petitions & applications; authorizes disclosure of certain confidential & exempt documents to certain service providers; authorizes courts to use respondent's name for certain purposes; revises applicability; provides for future legislative review & repeal of exemption; making technical changes; provides statements of public necessity.

Antisemitism Task Force; Creates Antisemitism Task Force within Office of Civil Rights of DLA for specified purpose; requires department to provide administrative & staff support to task force; provides for appointment & terms of members; provides for per diem & travel expenses; provides membership & duties of task force; requires report to Governor & Legislature by specified date; provides for future review & repeal of task force.

Sickle Cell Disease Treatment of Pain Continuing Education; Revises requirements for continuing education course on prescribing controlled substances.

Law Enforcement Officer Interactions with Individuals with Autism Spectrum Disorder; Requires DHSMV to establish program to improve communication between individuals with autism spectrum disorder & law enforcement officers under certain circumstances; requires DHSMV to develop & make available to such individuals certain envelope & card by specified date; provides requirements for envelope & card; authorizes such individuals to request envelope & card from DHSMV or tax collector's office beginning on specified date; requires Criminal Justice Standards & Training Commission within FDLE to establish employment training component relating to such individuals; provides requirements for training law enforcement officers on interacting with such individuals; requires training component to be included in specified course by specified date; requires specified law enforcement officers to complete training component by specified date.

Veteran Benefit Payments to Minor Clients ; Requires DCF to receive, deposit, & conserve certain benefit payments for certain minor clients; provides requirements for such funds; prohibits DCF from using such funds for certain purposes.

Eligibility of Leasehold Interests for Homestead Exemptions; Revises circumstances under which persons may be deemed to have legal or beneficial & equitable title to certain property for homestead exemption purposes.

Mental Health and Substance Abuse; Revises provisions related to court hearings related to mental health and substance abuse, guardian advocates, involuntary admissions, placements, treatment, & outpatient services, assessments of patients, access to patient records & data, & disclosure of certain patient data.
