Speech and Debate Education; Designates Florida Speech & Debate Week annually in February; subject to legislative appropriation, establishing Florida Debate Initiative, Inc., (FDI) as statewide speech & debate organization that performs certain functions in support of Florida Civics & Debate Initiative (FCDI) in DOE; provides duties of FDI & FCDI.

Sexual Offenders and Sexual Predators; Revises residency restrictions for persons convicted of certain sexual offenses occurring on or after specified date; provides applicability; revises distance required for specified offender to commit specified offense of loitering or prowling; prohibits such offender from knowingly contacting, communicating with, or approaching with intent to contact or communicate with certain children at certain locations; provides exception; requires such offender to provide notice to school or child care facility; authorizes warrantless arrest of person if law enforcement officer has probable cause to believe that such person has committed specified offenses; revises requirements for search of sexual predator or sexual offender registration information by state agency or governmental subdivision before appointing or employing person to work at specified locations; revises special conditions for certain sexual offenders subject to conditional release supervision for offenses committed on or after specified date; revises conditions of probation or community control for certain sexual offenders for offenses committed on or after specified date.

Security Services on Religious Premises; Exempts certain persons providing voluntary armed security services at churches or ecclesiastical or denominational organizations from specified requirements; provides requirements such persons must meet to qualify for exemption.

Automatic Dependent Surveillance Broadcasts; Prohibits airports from using information broadcast or collected by automatic dependent surveillance broadcast systems for specified purposes under certain conditions.

Victims of Domestic Violence and Dating Violence; Requires Division of Telecommunications within DMS to consult with certain entities to conduct feasibility study regarding specified alert system; provides requirements for such alert system; requires division to report to Legislature results of feasibility study by specified date; revises legislative findings to include victims of dating violence; authorizes victims of dating violence to apply to participate in Attorney General's address confidentiality program.

Extracurricular Activities; Revises provisions relating to extracurricular activities & student athletics; revises provisions relating to classification of K-12 administrative personnel.

Transportation; Requires licensing rather than registration of, & fuel tax decals rather than identifying devices for, motor carriers; requires copy of license to be carried in each qualified motor vehicle or made available electronically; specifies how fuel tax decals are to be displayed on qualified motor vehicles; requires DHSMV or its authorized agent to issue licenses & fuel tax decals; requires fuel tax decal renewal orders to be submitted electronically beginning on specified date; revises required contents of temporary fuel-use permits; revises reporting periods & due dates for motor fuel use tax returns; requires such tax returns to be submitted electronically beginning on specified date; revises requirements for calculation of interest due for delinquent tax; provides penalties for any person who counterfeits, alters, manufactures, or sells fuel tax licenses, fuel tax decals, or temporary fuel-use permits except under certain circumstances; requires motor carriers to destroy fuel tax decals under certain circumstances & notify DHSMV; revises apparent amount of property damage that requires driver of vehicle involved in crash to notify law enforcement of crash; provides exemption from certain vehicle registration requirements for certain active duty military members; requires applicants to provide proof of address; revises requirements for documenting applicant's address & proof of legal presence; revises prohibition on obscuring license plate; provides that use of license plate frame or decorative border device is not prohibited under specified conditions; authorizes DHSMV to use e-mail as method of notification; requires e-mail address to be included on ID card application & request for replacement driver license or instruction permit, respectively; authorizes orders of cancellation, suspension, revocation, or disqualification to be provided by e-mail notification.

Controlled Substances; Excepts from list of Schedule I controlled substances certain xylazine animal drug products approved by United States Food & Drug Administration & used for certain purposes; provides criminal penalties & requires mandatory minimum term of imprisonment if person sells, manufactures, or delivers or possesses with intent to sell, manufacture, or deliver xylazine; creates offense of trafficking in xylazine; provides criminal penalties & requires mandatory minimum term of imprisonment & fines based on quantity of controlled substance involved in offense.

PSP Awareness Month; Designates month of May 2026 as "PSP Awareness Month" in Florida; recognizes commitment of patients, their families, & health care professions to increasing awareness & research regarding progressive supranuclear palsy & other neurodegenerative diseases.

Persecution of Christians in Nigeria; Condemns persecution of Christians in Nigeria & supports Nigeria's redesignation as Country of Particular Concern.
