Impeding, Threatening, or Harassing First Responders; Prohibits approaching first responder or remaining within specified distance of such person with intent to impede, threaten, or harass or physically prevent person from performing lawful duties after receiving warning not to approach; specifies peaceful recording or observation is not harassment; provides criminal penalties.

Homestead Exemptions for Persons Age 65 and Older; Increases just value limit of real estate eligible for homestead tax exemption that may be adopted by counties or municipalities for certain persons age 65 & older; requires local government entities to amend or adopt ordinances to comply with this act; provides ordinances are null & void after certain date; provides that recipients of homestead exemptions do not need to submit additional application.
Capital Sexual Battery; Provides for death sentences for certain child sexual offenders; provides for separate death penalty proceedings in such cases; provides for findings & recommended sentences by jury; provides for imposition of sentence of life imprisonment or death; provides requirements for court order in support of death sentence; provides for automatic review of sentences of death; specifies aggravating factors & mitigating circumstances; provides for victim impact evidence; authorizes state to appeal from sentence on specified grounds.
Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.
Interests of Foreign Countries; Prohibits governmental entities from knowingly entering into contracts & taking specified actions relating to contracts that give access to personal identifying information; requires government entities to require affidavit from applicants before providing any economic incentive; prohibits foreign principals from purchasing agricultural land & certain real property in state; prohibits People's Republic of China, Chinese Communist Party, any other political party or member of political party in People's Republic of China, & certain persons & entities from purchasing or acquiring real property in state; requires information held by health care providers utilizing certified electronic health record technology to be maintained in specified locations.
Blood Clot and Pulmonary Embolism Policy Workgroup; Requires Secretary of Health Care Administration, in conjunction with State Surgeon General, to establish blood clot & pulmonary embolism policy workgroup; provides for duties, membership, terms of office, & meetings of workgroup; requires Secretary of Health Care Administration to submit annual reports, & final report by specified date, to Governor & Legislature.
Protections of Medical Conscience; Authorizes health care providers & health care payors to opt out of participation in or payment for health care services by conscience-based objections without discrimination or threat of adverse actions; requires health care provider to notify patient and health care provider’s supervisor or employee or educational institution in writing when such health care provider declines to participate in health care services; prohibits boards and DOH from taking certain disciplinary actions.
Immigration; Prohibits counties & municipalities from providing funds to any person, entity, or organization to issue identification documents to individual who does not provide proof of lawful presence in US; requires hospitals to collect patient immigration status data information on admission; requires certain private employers to use E-Verify system to verify employment eligibility of persons who accept employment offers authorizes DEO to enforce requirements to use E-Verify & to conduct random audits of employers; removes provision authorizing unauthorized immigrant to obtain license to practice law; provides criminal penalties for persons who knowingly & willfully violate, or who reasonably should know & violate, certain provisions relating to transporting into this state of individuals who entered US unlawfully & without inspection by Federal Government; provides for coordination of certain activities with Federal Government. APPROPRIATION: $12,000,000
Prescription Drugs; Requires drug manufacturers to notify DBPR of reportable drug price increases; prohibits manufacturers from claiming public records exemption for trade secrets for information provided in forms or reports; requires DFS to designate employee as primary contact on issues relating to PBMs; provides penalty for persons who do not hold certificate of authority to act as administrator; requires PBMs to identify ownership affiliations to office; provides requirements for contracts between PBM & participating pharmacy; provides for biennial examinations of PBMs. APPROPRIATION: $1,127,525
Pub. Rec./Photographs, Recordings, and Reports of Autopsies of Minor Victims; Creates exemption from public records requirements for photograph or video or audio recording of killing of minor; requires that any viewing, copying, listening to, or other handling of such photograph or video or audio recording be under direct supervision of custodian of record or designee; requires that surviving parents of minor be given notice of petitions to view, copy, or listen to photograph or video or audio recording of killing of minor & opportunity to be present & heard at related hearings; creates exemption from public records requirements for autopsy reports of minors whose deaths were related to acts of domestic violence; requires that any viewing, copying, or other handling of such autopsy reports be under direct supervision of custodian of record or designee; requires that certain surviving parents of minor whose death was related to act of domestic violence be given notice of petitions to view or copy minor's autopsy report & opportunity to be present & heard at related hearings; provides for future legislative review & repeal of exemption.
