Blood Clot and Pulmonary Embolism Policy Workgroup; Requires Secretary of Health Care Administration, in conjunction with State Surgeon General, to establish blood clot & pulmonary embolism policy workgroup; provides for duties, membership, terms of office, & meetings of workgroup; requires Secretary of Health Care Administration to submit annual reports, & final report by specified date, to Governor & Legislature.

Elder and Vulnerable Adult Abuse Fatality Review Teams; Authorizes establishments of elder & vulnerable adult abuse fatality review teams; revises team membership; authorizes team to determine number & types of incidents to review; removes provisions relating to state attorney; revises team requirements; requires members sign specified acknowledgment of public records requirements; expands immunity from monetary liability to other persons; provides communications, information, & records acquired by team are not subject to discovery or introduction into evidence in certain proceedings; provides person who attends meeting or other authorized activities of team may not testify in certain proceedings as to certain records or information.

Pub. Rec. and Meetings/Elder and Vulnerable Adult Abuse Fatality Review Teams; Specifies information obtained by elder & vulnerable adult abuse fatality review team which is exempt or confidential & exempt from public records requirements retains its protected status; provides exemption from public records requirements for personal identifying information of abuse victim & other specified information contained in records held by review team; provides exemption from public meetings requirements for review team meetings during which exempt or confidential & exempt information is discussed; provides for future legislative review & repeal of exemption.

Catalytic Converters; Prohibits person who is not registered secondary metals recycler from purchasing detached catalytic converter; requires recycler to comply with specified requirements; prohibits person from possessing, purchasing, selling, or installing stolen, altered, or detached catalytic converter; provides for inference that catalytic converter may have been stolen; prohibits import, manufacture, specified purchase, sale, or installation of counterfeit, fake, or nonfunctional catalytic converter; prohibits recycler from processing or removing detached catalytic converter from recycler's place of business for specified period; provides exceptions.

Florida Retirement System; Revises provisions relating to Special Risk Class normal retirement date, DROP participation, interest accrual rates, COLA, employer retirement contribution rates, investment plan member accounts, member disability coverage, & line-of-duty death benefit coverage.

Reedy Creek Improvement District, Orange and Osceola Counties; Reenacting, amending & repealing chapter 67-764, Laws of Florida, relating to district; provides for continuation of authority for revenue collection & powers to meet outstanding obligations; renames district; provides boundaries; revises manner of selection of board of supervisors; provides term limits; revises board member compensation; revises powers of board; revises powers of district; provides for transition; provides for continued effect of stipulation between district & Orange County; provides exception to general law.

Transportation Facility Designations; Designates 98 Points of Light Way in Miami-Dade County; directs DOT to erect suitable markers.

Florida Bright Futures Scholarship Program Student Service Requirements; Authorizes student's service requirements for award under Florida Bright Futures Scholarship Program to be paid rather than volunteer; authorizes, rather than requiring, student to identify specified interest or develop plan for his or her service requirements.

Cleanup of Perfluoroalkyl and Polyfluoroalkyl Substances; Requires DEP to adopt statewide rules for cleanup target levels for perfluoroalkyl & polyfluoroalkyl substances in drinking water, groundwater, & soil under specified condition; requires legislative ratification of such rules; provides circumstances under which certain governmental entities & water suppliers are not subject to certain actions; provides for tolling of certain statutes of limitations.

School Safety; Revises provisions relating to Marjory Stoneman Douglas High School Public Safety Commission, FortifyFL, Commissioner of Education oversight of enforcement of school safety and security requirements, Office of Safe Schools, certain emergency drills, family reunification plans, threat assessment teams, safe-school officers, DOE responsibilities, & Florida Safe Schools Assessment Tool.
