Improving Screening for and Treatment of Blood Clots; Requires hospitals with emergency departments to develop & implement policies & procedures & conduct training for rendering of appropriate medical attention for persons at risk of forming venous thromboembolisms; repeals provisions requiring DOH to contract with private entity to establish statewide venous thromboembolism registry at no cost to state; provides requirements for private entity; requires hospitals with emergency department, beginning on date certain, to regularly report certain information; requires department to require private entity to use nationally recognized platform to collect certain data; requires private entity to provide regular reports to department on such data; requires agency, by date certain, to provide to Governor & Legislature specified report; provides requirements for such report; provides applicability; revises requirements for certain annual inservice training for certified nursing assistants employed by nursing home facilities; revises training requirements for certain certified nursing assistants who may be delegated tasks in nursing home facilities; provides legislative findings; requires assisted living facilities to provide a consumer information pamphlet containing specified information to residents.

Boating Safety; Revises & provides penalties for vessel collisions, accidents, casualties, reckless operation, & providing false information in specified reports; revises requirements for operating certain vessels; requires person convicted of certain noncriminal infractions to pay fine; provides minimum mandatory prison term for BUI manslaughter.

Florida Institute for Pediatric Rare Diseases; Establishes Florida Institute for Pediatric Rare Diseases within FSU College of Medicine; & provides goals of institute; establishes Sunshine Genetics Pilot Program & Sunshine Genetics Consortium.

Law Enforcement Officers and Other Personnel; Authorizes first responder amputees to continue to serve as first responders; creates Florida Medal of Valor & Florida Blue/Red Heart Medal; prohibits use of motor vehicle kill switches; requires mandatory minimum term of imprisonment for attempted murder in first degree committed against specified justice system personnel; prohibits depriving specified officers of digital recording devices or restraint devices, rendering them useless, or otherwise preventing officer from defending himself or herself or summoning assistance; revises requirements for reporting of missing persons information; creates Critical Infrastructure Mapping Grant Program within FDLE; specifies requirements for testing inmates for infectious diseases.

Fines for Public Nuisance Abatement; Revises provisions relating to assessment & collection of fines for public nuisances; removes limit on total amount of fines that may be imposed on public nuisance.

Faith-based Content in Batterer's Intervention Program ; Specifies that batterers' intervention programs may include faith-based activities, but may not require participation in such activities.

Patient Access to Records ; Requires certain licensed facilities, providers, & health care practitioners to furnish & provide access to records & reports within specified timeframes after receiving request for such records.

Educational Choice; Revises authorized uses Family Empowerment Scholarship Program & Florida Tax Credit Scholarship Program funds to include specified tuition & fees; & defines specified terms.

Disclosure of Public Servants' Personal Information; Provides that certain public employees & officials may provide written notice to data broker to prevent disclosure of specified personal data concerning themselves & related persons; prohibits release of data after receipt of such notice; provides for actions against data broker for failure to comply.

Behavioral Health Managing Entities; Requires DCF to contract biennially for specified functions; requires department to contract for recommendations for certain transparency improvements; requires department to prepare & present to Governor & Legislature specified final report by specified date; requires managing entities to report required data to department in standardized electronic format; provides requirements for such format; requires managing entities to electronically submit to department certain documents in specified format & with specified metadata; requires managing entities to submit certain specific measures to department; requires department to post & maintain such measures on its website by specified date every month; provides exception; provides requirements for such measures; requires managing entities to report each measure using standard methodology determined by department; provides requirements for such measures; provides that implementation of specified requirements is contingent on certain appropriations.
