Aerospace Commerce; Exempts spaceport users from certain fees or charges while transporting equipment; creates Zero G, Zero Fee program granting tax exemptions to spaceport users; requires Space Florida to determine application & eligibility requirements; prohibits certain taxes & fees; exempts spaceport users from payment of tolls on toll facilities while transporting equipment; requires DBPR to recommend to Legislature elimination of certain aerospace industry rules or regulations.
Mangrove Replanting and Restoration; Requires DEP to adopt rules for mangrove replanting & restoration; provides rule requirements.
Balancing the Federal Budget; Urges Congress to take immediate actions to begin reducing the federal debt and to enact legislation requiring a balanced federal budget.
Water Resources Management; Authorizes Board of Trustees of Internal Improvement Trust Fund to grant easements on sovereignty submerged lands for specified mitigation banks; directs DEP to create & modify specified rules; exempts certain docks on recorded easements from certain permit & verification requirements; granting certain docks authorization to use submerged lands upon approval of board; provides that specified structures associated with docks create presumption of specified compliance.
Representation by Counsel in Hearings on Petitions for Risk Protection Orders; Provides that respondent may be represented by counsel; provides for appointment of counsel for an indigent respondent.

Per- and Polyfluoroalkyl Substances Task Force; Creates task force within DEP; provides for membership, organization, duties, staffing, & repeal of task force; requires task force to submit annual report to Governor & Legislature.
