Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Energy Security and Disaster Resilience Pilot Program; Creates pilot program within DACS to provide for issuance of grants to offset costs relating to onsite solar energy storage systems for certain facilities; directs DACS to conduct or contract to conduct specified study, publish study on its website, & provide copies of study to Governor & Legislature by specified date; authorizes DACS to adopt rules; provides appropriation. Implementation of the Recommendations of the Blue-Green Algae Task Force; Requires DEP to implement stormwater system inspection & monitoring program; requires owners of onsite sewage treatment & disposal systems to have system periodically inspected; requires department to administer inspection program pursuant to certain standards, procedures, & requirements; provides for rulemaking; provides requirements for basin management action plans; provides notices requirements for certain notices of intent to implement pollution reduction measures; provides that verification of certain programs must have been completed by specified date to be presumed to be in compliance with state water quality standards; requires DEP to provide all records promptly & in unadulterated form.

Vacation Rentals; Authorizes local governmental entities to adopt & apply certain regulations & ordinances to vacation rentals under certain circumstances; provides exceptions; requires applicant for vacation rental license to provide Division of Hotels & Restaurants of DBPR with certain information.

Postsecondary Fee Waivers; Provides specified fee waivers for graduate students who meet certain requirements.

Broadband Internet Service; Revises duties of Florida Office of Broadband; requires local technology planning teams to work with rural communities for specified purposes; requires office to develop GIS maps consistent with certain federal reporting standards; requires DEO to annually update maps & establish mechanism to receive & verify governmental & public input related to broadband Internet service; authorizes DEO to work with specified entities in developing mechanism; requires office to develop broadband infrastructure asset map; establishes Broadband Deployment Task Force for specified purpose; requires annual progress reports.
