Unauthorized Public Camping and Public Sleeping; Prohibits counties & municipalities from authorizing or otherwise allowing public camping or sleeping on public property without certification of designated public property by DCF; authorizes counties to designate public property for such uses for specified time period; requires counties to establish specified standards & procedures relating to such property; authorizes DCF to inspect such property & to issue notice; provides exception during specified emergencies.

Identification Documents; Prohibits counties & municipalities, respectively, from accepting certain ID cards or documents that are knowingly issued to individuals who are not lawfully present in United States as form of identification; provides exception.

Aiding Unmarried Minors; Provides enhanced criminal penalties for knowingly sheltering an unmarried minor or aiding an unmarried minor runaway; creates presumption concerning knowledge of minor's age; provides defense.

Exceptional Students and Video Cameras in Public Schools; Revising provisions relating to exceptional student education; removes references to Video Cameras in Public School Classrooms Pilot Program.

Driving Under the Influence; Prohibits trial court judge from accepting specified pleas when person is charged with DUI; requires person to be told that failure to submit to breath or urine test is second degree or first degree misdemeanor; classifies person's refusal to submit to breath or urine test as second degree or first degree misdemeanor; authorizes judicial circuits to create DUI diversion program; requires policies & procedures to be published on state attorney's website; requires each judicial circuit operating such program to submit information to DHSMV for persons who successfully complete program; requires DHSMV to notate successful completion on driving record; provides ineligibility for future participation in program; prohibits court from suspending, deferring, or withholding adjudication of guilt or imposition of sentence for specified violation.

Voting Systems; Authorizes counties to count ballots by hand at precinct level; prohibits DOS from approving certain voting systems; requires DOS to make certain information & materials available to public on its website; deletes public records exemption that applies to certain software on file with DOS; provides that software is public record & must be provided at actual cost of duplication.

Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.

Lewd or Lascivious Grooming; Creates offense of lewd or lascivious grooming.

Restrictions on Firearms and Ammunition During Emergencies; Repeals provisions relating to specified automatic restrictions on firearms & ammunition during certain declared emergencies.

Millage Rates; Prohibits certain increases in millage rate from going into effect until it has been approved by specified vote.
