Voting Systems; Authorizes counties to count ballots by hand at precinct level; prohibits DOS from approving certain voting systems; requires DOS to make certain information & materials available to public on its website; deletes public records exemption that applies to certain software on file with DOS; provides that software is public record & must be provided at actual cost of duplication.

Protection of Historic Monuments and Memorials; Prohibits certain acts concerning historic monuments & memorials on public property; provides for standing to bring civil actions; provides civil penalties for officials who engage in certain actions; provides local government is liable in certain instances; requires state to restore or relocate monument or memorial in certain circumstances; prohibits distribution of funding to local governments until they reimburse state; authorizes removal or temporary relocation of monument or memorial in certain instances provided certain requirements are met; specifies certain duties of Division of Historical Resources & Department of Veterans' Affairs.

Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.

Expiration of the Mandatory Waiting Period for Firearm Purchases; Removes provision authorizing mandatory waiting period to expire upon completion of records check.

Invalid Restrictive Covenants with Physicians; Provides restrictive covenants which prohibit physician from practicing medicine within specified area for certain period of time are void & unenforceable.

Medicaid Eligibility for Young Adults; Requires AHCA, in consultation with Commission on Mental Health & Substance Use Disorder, to conduct study for specified purpose; provides requirements for study; provides duties of agency upon completion of study; requires agency to submit report of its findings & recommendations to Governor & Legislature by specified date.

Health Insurance Cost Sharing; Requires specified individual health insurers, group insurers, HMOs & their pharmacy benefit managers to apply payments of prescription drugs by or on behalf of insureds & subscribers toward total contributions of insureds' & subscribers’ cost-sharing requirements under certain circumstances; provides disclosure requirements; requires specified contracts to require PBMs to apply payments by or on behalf of insureds & subscribers toward insureds' & subscribers’ total contributions to cost-sharing requirements.

Santa Rosa County; Creates North Santa Rosa County Utilities Authority & its charter; provides service area of authority; provides legislative findings; provides purposes of authority; provides for creation of interim authority; provides staffing; provides preliminary report; provides for election of governing body of authority; provides terms; provides duties & compensation; provides powers of authority; provides rate setting procedure; provides for personnel; provides personnel procedures; provides procedures for appeal of decisions of authority; provides for executive director; provides for fiscal year & budgeting; provides for execution of documents & payment of bills; provides for management efficiency audit; provides for appointment of citizens' advisory committees; provides for enforcement & penalties for violation of rules & regulations relating to operation of authority & its services.

Declarations of a Public Health Emergency; Provides that administration of vaccines is not included within meaning of terms “treat,” “treated,” or “treatment” as they relate to public health emergencies; revises provisions related to expiration & renewal of declarations of public health emergency; authorizes individual to refuse examination, testing, or treatment under State Health Officer’s order during public health emergency by submitting written refusal to State Health Officer; requires due process on case-by-case basis to allow actions that affect entire groups or communities.

Outpatient Health Services; Revises requirements relating to voluntary admissions to facility for examination & treatment, ordering person for involuntary services & treatment, petitions for involuntary service, appointment of counsel, & continuances of hearings; defines "involuntary outpatient placement."
