Mental Health and Substance Abuse; Revises requirement for DCF relating to performance outcomes & measures; requires managing entities to lead implementation of coordinated system of care; removes provisions relating to contracts for provision of local substance abuse & mental health programs, state & district substance abuse & mental health plans, & financing of district programs & services; revises managing entity duties; removes requirement for certain managing entities to enter into memoranda of understanding relating to network accreditation & systems coordination.
Education; Requires high schools to offer certain computer science courses; provides requirements for such courses; revises requirements for a certain notification relating to Florida Bright Futures Scholarship Program; authorizes certain students to use Bright Futures Scholarship for certain certificate programs & apprenticeship programs; authorizes DOE to approve certain assessments for specified program eligibility requirements & revises provisions relating to work and service requirements for program.
Protection of Historical Monuments and Memorials; Prohibits certain acts concerning historical monuments & memorials; prohibits addition of signs or other objects on or adjacent to memorial; provides for damages; provides for standing to bring civil actions.
Natural Gas Fuel Taxes; Extends expiration date for levying penalties on natural gas retailers that do not have licenses; delaying effective date of certain taxes on natural gas fuel.
Florida Public Service Commission Rules; Provides that certain rules adopted by Florida Public Service Commission are not subject to rulemaking requirements relating to statements of estimated regulatory costs.
Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.
AMIkids, Inc.; Authorizes DJJ, DOE & DCF to contract with AMIkids, Inc., for specified services.
Protection of Medical Freedom; Prohibits DOH from requiring enrollment in state’s immunization registry or otherwise requiring persons to submit to immunization tracking; prohibits business & governmental entities from requiring individuals to provide proof of vaccination to gain access to, entry upon, or service from such entities; prohibits employers from refusing employment to, or discharging, disciplining, demoting, or otherwise discriminating against, individual on basis of vaccination or immunity status; revises purposes of Florida Civil Rights Act of 1992 to include discrimination protection for vaccination or immunity status.
Refusal to Submit to Breath, Urine, or Blood Test; Requires person arrested for DUI who refuses to submit to lawful test of his or her breath to be subject to mandatory placement of ignition interlock device at his or her own expense for specified period; requires certain information to be contained in notice of suspension; decreases period during which person whose driver license is suspended for failure to submit to breath, urine, or blood test is not eligible to receive license for business or employment purposes only; waives requirement for ignition interlock device under certain circumstances; directs DHSMV to require placement of ignition interlock device before issuing permanent or restricted driver license to person who refused to submit to lawful test of his or her breath.
