Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. APPROPRIATION: $38,852,223

Reciprocity or Endorsement of Licensure; Provides requirements for applicable board or DBPR relating to licensure by reciprocity & by endorsement; requires respective boards of occupations or DBPR to allow licensure by endorsement if applicant meets certain criteria; requires applicable health care regulatory boards or DOH to issue license or certificate to applicants who meet specified conditions; revises licensure by endorsement requirements for practice of acupuncture, medicine, professional or practical nursing, certified nursing assistants, pharmacy, midwifery, speech-language pathology & audiology, nursing home administration, dietetics & nutrition, electrology, massage therapy, opticianry, physical therapy, physical therapist assistantship, psychology & school psychology, & clinical social work, marriage & family therapy, & mental health counseling.

Advanced Technology; Creates Government Technology Modernization Council; provides for council membership, meetings, & duties; requires certain entities, persons, & state agencies to adopt safety & transparency standards & provide statements & disclosures for communications & interactions generated by artificial intelligence; prohibits knowingly possessing, controlling, intentionally viewing, or intentionally creating, or reproducing specified child pornography generated by certain means; authorizes DLA to bring actions for violations under Florida Deceptive & Unfair Trade Practices Act; provides civil & criminal penalties.

Revive Awareness Day; Designates June 6 of each year as "Revive Awareness Day"; authorizes the Governor to issue an annual proclamation; encourages DOH to hold events to raise awareness of the dangers of opioid overdose and the availability and safe use of opioid antagonists as an effective way to rapidly reverse the effects of opioid overdose.

Rural Emergency Hospitals; Requires rural emergency hospitals to be subject to certain emergency services requirements for general hospitals; authorizes certain hospitals to apply to AHCA for designation as rural emergency hospitals; establishes requirements for rural emergency hospitals; exempts such hospitals from certain requirements; provides for administrative enforcement.

Securities; Revises list of securities & transactions that are exempt from registration requirements; authorizes issuer to engage in general advertising & solicitation; removes requirements for escrow agreement; revises amount that may be received for sales of certain securities; provides certain sales are voidable within specified timeframe; specifies limitation on amount of cash & other consideration that may be received from sales of securities; prohibits issuer from accepting more than specified amount from single purchaser; prohibits issuer from withdrawing any amount of offering proceeds until target offering amount has been received; provides that certain communications are not deemed to constitute general solicitation or general advertising.

Return of Weapons and Arms Following an Arrest; Requires weapons, electric weapons or devices, or arms taken from person pursuant to arrest that are not seized as evidence or seized & subject to forfeiture to be returned to person within certain timeframe if specified conditions are met; authorizes sheriff or chief of police to develop procedures to ensure timely return of such weapons, electric weapons or devices, or arms; prohibits sheriff or chief of police from requiring court order before releasing such weapons, electric weapons or devices, or arms; provides exception; removes requirement for order of trial court judge to return pistol or firearm taken following arrest for breach of peace.

Mitigation; Revises entities to & purposes for which water quality enhancement credits may be sold; requires DEP & WMDs to authorize such sale & use; provides circumstances under which basins are considered to be credit-deficient; authorizes local governments with land in such basins to consider proposals from private-sector applicants to establish mitigation banks on such lands; requires specified agreements between local governments & applicants for mitigation banks; provides requirements for determining amount of credits awarded to such mitigation banks.

Designation of Eligible Telecommunications Carriers; Revises the definition of the term "eligible telecommunications carrier"; authorizes the PSC to designate certain entities as eligible telecommunications carriers for a specified purpose.

Retention of Sexual Offense Evidence; Establishes minimum timeframe for retention of specified sexual offense evidence; requires specified entities to transfer such evidence to FDLE within specified time period; requires FDLE to retain such evidence; requires protocols for transferring & storing of specified sexual offense evidence & authorizes destruction of such evidence in specified circumstances.
