Protection of Historic Monuments and Memorials; Prohibits certain acts concerning historic monuments & memorials on public property; provides for standing to bring civil actions; provides civil penalties for officials who engage in certain actions; provides local government is liable in certain instances; requires state to restore or relocate monument or memorial in certain circumstances; prohibits distribution of funding to local governments until they reimburse state; authorizes removal or temporary relocation of monument or memorial in certain instances provided certain requirements are met; specifies certain duties of Division of Historical Resources & Department of Veterans' Affairs.

Utility Services

Utility Services; Requires certain public meetings as condition precedent to effectiveness of new or extended agreement under which municipality will provide specified utility services in other municipalities or unincorporated areas; limits portion of certain utility revenues that municipality may use to fund or finance general government functions; requires excess revenues to be reinvested into municipal utility or returned to customers; revises provisions relating to permissible rates, fees, & charges imposed by municipal water & sewer utilities on customers located outside municipal boundaries; requires municipalities that provide specified utility services to report certain information by specified date, & annually thereafter, to PSC; requires PSC to compile such information & submit report by specified date, & annually thereafter, to Governor & Legislature; prohibits boards, agencies, commissions, & authorities of any county, municipal corporation, or political subdivision from restricting or prohibiting fuel sources & appliances used to provide energy to consumers.
