Veteran Suicide Prevention Training; Requires DVA to establish Veteran Suicide Prevention Training Pilot Program; provides purpose; requires participants to receive training; requires DVA to contract to develop training curriculum; requires DVA to oversee process for administering training & certifying participants; requires report to Legislature; provides appropriation. APPROPRIATION: $500,000

Private Provider Inspections of Onsite Sewage Treatment and Disposal Systems; Authorizes private provider inspections of onsite sewage treatment & disposal systems; specifies requirements for private providers & onsite sewage treatment & disposal system owners & authorized contractors; authorizes DEP to audit performance of such inspections; requires DEP to submit report to Legislature.

Voluntary Admissions of Minors; Revises provisions relating to voluntary admission of minors to facility for examination & treatment; requires minor's assent to voluntary care be verified.

High School Graduation Requirements in Personal Finance; Revises required credits for standard high school diploma to include one-half credit of instruction in personal financial literacy & money management & seven & one-half, rather than eight, credits in electives; authorizes students to earn one-half credit in personal financial literacy & money management as elective.

Agritourism; Revises legislative intent regarding promotion of agritourism; prohibits denial or revocation of property's agricultural classification; requires certain farm buildings, structures, facilities, or other improvements to be assessed according to specified provisions.

Mental Health and Substance Abuse; Authorizes release of certain information to facilities for specified purpose; revises conditions under which patient's communication may be restricted; requires receiving facility to notify specified emergency contacts of individuals who are being involuntarily held for examination; provides requirements for reports issued by law enforcement officers; requires DCF to receive & maintain reports relating to transportation of patients; provides criminal penalty.

Retail Theft; Prohibits certain retail theft at multiple locations within specified timeframe.

Substance Abuse Service Providers; Revises types of expenditures for programs & services eligible for state payment; requires service provider applicants to include names & locations of recovery residences in license applications; requires providers to provide DCF with record of recovery residences by specified date; provides civil penalties; requires certified recovery residence administrators to demonstrate ability to meet specified requirements; prohibits administrators from actively managing certain number of residents; requires service providers to return individual's personal effects upon discharge.

Interstate Compact on Educational Opportunity for Military Children; Requires President of Senate & Speaker of House of Representatives to each appoint one member to State Council on Interstate Educational Opportunity for Military Children, rather than appoint one member jointly; & extends scheduled repeal of compact & related provisions.

Florida National Guard; Urges Congress to impel United States National Guard Bureau to examine resource allocations of Florida National Guard & allow increase in its force structure.
