Property Tax Exemption for Surviving Spouses of Veterans ; Authorizes surviving spouses of veterans who predecease issuance of certain letter from Federal Government to produce letter before property appraiser.

Farm Products; Provides that collection, storage, processing, & distribution of farm product is activity of bona fide farm operation which governmental entity may not prohibit, restrict, regulate, or otherwise limit.

Relief/C.C./Department of Children and Families; Provides appropriation to compensate C.C. for injuries & damages sustained as result of negligence of DCF; provides limitation on compensation & payment of certain fees & costs. CLAIM WITH APPROPRIATION: $20,000,000

Elections and State-issued Identification; Revises requirements for the uniform statewide voter registration application; requires DOS & SOE verify certain information relating to citizenship status; requires certain voter registration applicants provide certain identification before voting; requires DHSMV to provide voter registration records to certain individuals; requires certain electors be given provisional ballots; requires certain licenses and ID cards denote individual noncitizens; revises certain instructions & certificates.

Industries and Professional Activities; Renames, removes, & redesignates specified boards, commissions, & councils established within DBPR; changes office locations of certain divisions; requires DBPR to provide to Division of Professions summary of changes to statutory law within specified time period after adjournment of session; revises retail nicotine product dealer administrative penalties; authorizes Division of Alcoholic Beverages & Tobacco to assist any agent of DACS in enforcing state hemp program; authorizes division to enter any public or private premises during specified timeframe in performance of its duties.

Complaints Against Law Enforcement and Correctional Officers; Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation; prohibits certain personnel action from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed under oath by complainant; prohibits investigative file of certain investigations of law enforcement officers or correctional officers from being included in such officer’s personnel file; prohibits existence of certain investigations from affecting officer’s ability to receive promotion, raise, or other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint; provides penalties for making false complaint.

Manufacturing ; Revises duties of Department of Commerce; establishes Chief Manufacturing Officer for certain purpose; provides organizational structure & responsibilities for Chief Manufacturing Officer; directs all state & local governmental entities to assist Chief Manufacturing Officer; requires department to prepare & submit to Governor & Legislature specified report regarding manufacturing efforts in this state by specified date; creates Florida Manufacturing Promotional Campaign for specified purpose; requires department to take certain actions in promoting campaign; requires persons that participate in campaign to register annually with department.

Florida Health Choices Program; Renames "Florida Health Choices Program" as "Florida Employee Health Choices Program"; revises program purpose & components to provide for sale & purchase of individual health insurance plans to employees enrolled in individual coverage health reimbursement arrangements; removes provisions relating to certain health care service providers, organizations, entities, & vendors, vendor procedures, products available for purchase through program, pricing, risk pooling, & exemptions; revises marketplace process; creates Florida Employee Health Choices, Inc.; provides requirements for DMS; providing for board of directors & membership & terms of office; authorizes corporation to exercise certain powers; provides requirements for board & corporation; revises fiscal year in which corporation's annual report is due.

Cancer Treatment and Research; Authorizes DOH to establish Florida Cancer Research Network; revises definitions; making grant funds available; provides requirements & criteria for grant fund applicants; provides criteria for awarding grant funds; provides data reporting requirements for health care providers; requires certain data for collection; provides requirements for collection of data; creates online repository for best practices on Florida Cancer Connect website; authorizes Cancer Connect Collaborative to oversee Florida Cancer Research Network; creates subcommittees; requires Cancer Connect Collaborative to annually submit specified report to Governor & Legislature; creates Cancer Connect Collaborative Incubator.

Child Welfare; Authorizes Office of Statewide Prosecution to investigate & prosecute specified violations; revises provisions relating to false reports of abuse, abandonment, & neglect; requires DCF to enter into agreements with certain military installations for child protective investigations; authorizes law enforcement officer or authorized agent of department to take child into custody who is subject of specified court order; authorizes DCF or community-based care provider to petition court for specified order for immigrant children; provides requirements for natural persons, other entities, & the department relating to unaccompanied alien children; provides criminal penalties & civil fines; revises provisions relating to provisional certification for additional domestic violence centers; revises membership requirements for certain independent special districts; authorizes DCF to grant certain exemptions from disqualification for certain persons; requires DCF to establish fee schedule for daily room & board rates for certain children; authorizes DCF to extend certain license expiration date; provides that certain residential child-caring agencies are not subject to certain proximity requirements; provides that certain residential child-caring agencies are not required to install fire sprinklers or fire suppression system; specifies entity with jurisdiction for accepting missing child reports; authorizes law enforcement agencies to use reasonable force to take certain children into custody.
