Towing and Storage; Revises provisions relating to towing & storing of vehicles & vessels, including establishing maximum rates for certain cleanup & disposal; excluding or failing to designate certain wrecker operators; authorizing fees; revising requirements relating to removal of vehicles or vessels; revising requirements for liens, notices of lien, sale, notices of sale, & types of payment; requiring operator to accept & maintain certain documents, rate sheets, & invoices; revising criminal penalties.
Unauthorized Public Camping and Public Sleeping; Prohibits counties & municipalities from authorizing or otherwise allowing public camping or sleeping on public property without certification of designated public property by DCF; authorizes counties to designate public property for such uses for specified time period; requires counties to establish specified standards & procedures relating to such property; authorizes DCF to inspect such property & to issue notice; provides exception during specified emergencies.
Solicitation of Contributions Act; Prohibits panhandling under certain circumstances; prohibits person from approaching operator or other occupant of motor vehicle for purpose of panhandling; provides additional violations that constitute felony; requires individuals engaged in solicitation in certain areas to identify on whose behalf & for what purpose contributions are being solicited.
Defamation, False Light, and Unauthorized Publication of Name or Likenesses; Requires articles or broadcasts be removed from Internet within specified period to limit damages for defamation; provides persons in certain positions relating to newspapers with immunity for defamation if such persons exercise due care to prevent utterance of such statement; provides venue for damages for defamation; provides for award of attorney fees & damages due to plaintiff's choice of venue in certain circumstances; provides for motion for veracity hearing in defamation or privacy tort action; provides that person who uses artificial intelligence to create or edit any form of media is subject to liability.
Competition for the Sale of Event Tickets; Prohibits live performance venues from entering into specified contracts for sale of tickets or requiring artists to distribute tickets through specific ticket platforms; specifies artists must be allowed to distribute tickets through use of ticket platforms of performance artists' choice; prohibits live performance venue from selling or transferring tickets at more than face value.
Charter Schools; Revises requirements for application for conversion charter school; authorizes municipalities to apply for conversion of specified public schools to charter schools; authorizes Charter School Review Commission to solicit & review applications for conversion charter schools; requires certain school district real property be designated as surplus; provides requirements for use of such surplus real property.
Relief/Marcus Button/Pasco County School Board; Provides appropriation to compensate Marcus Button for harms & losses he sustained as result of negligence of an employee of Pasco County School Board; provides appropriation to repay Mark Button, now deceased, & Robin Button, as surviving parent & natural guardian of Marcus Button, for harms & losses they sustained as result of injury to their child, Marcus Button; provides limitation on payment of compensation & attorney fees.
