Regulation of Concealed Weapons and Firearms; Provides that certain actions creating restrictions or issuance of licenses are subject to penalties under specified provisions; provides that Cabinet member may not make any administrative regulations concerning regulation of firearms & ammunition except as expressly provided by State Constitution or general law; requires DACS to enforce state firearms laws.

Construction Defects; Revises cause of action requirements for statutory civil actions relating to certain violations; requires that person submit construction defect claim to warranty provider before serving notice of claim; provides requirements for claimant & warranty provider; provides that certain actions do not constitute admission of liability & may not be admissible in action; revises provisions relating to construction defects & notice of claim requirements; authorizes claimant to request that independent qualified third party make repairs; tolls statute of limitations in certain circumstances; requires claimant to notify mortgagee or assignee within specified timeframe after service of notice of construction defect claim; requires claimant to send second notice within specified timeframe under certain circumstances.

Soil and Groundwater Contamination; Provides airports are not liable for costs, damages, or penalties relating to certain contamination, discharge, evaluation, assessment, or remediation of per- & polyfluoroalkyl substances; directs OPPAGA to conduct specified analysis of assessment & cleanup of soil & groundwater contamination in other states & submit report to Governor & Legislature.

Pensacola & Perdido Bays Estuary Program; Provides an appropriation for the Pensacola & Perdido Bays Estuary Program. APPROPRIATION: $250,000

Emerald Coast Utilities Authority Mobile Highway / Cervantes Street Sanitary Sewer Expansion; Provides an appropriation for the Emerald Coast Utilities Authority Mobile Highway / Cervantes Street Sanitary Sewer Expansion. APPROPRIATION: $449,050

Emerald Coast Utilities Coast, Escambia County; Provides term limits for specified members of authority.

Topographic Mapping - Western Panhandle of Florida; Provides an appropriation for the Topographic Mapping - Western Panhandle of Florida. APPROPRIATION: $950,000

Firefighters' Relief and Pension Fund of the City of Pensacola, Escambia County; Removes reductions to a retiree's spousal benefits & the prohibition of remarriage for the widow or widower; provides for pensionable overtime hours & basic life support.

200th Anniversary Celebration - Raising the American Flag in Pensacola; Provides an appropriation for the 200th Anniversary Celebration - Raising the American Flag in Pensacola. APPROPRIATION: $50,000

Pensacola State College - Asphalt Improvement/Replacement; Provides an appropriation for the Pensacola State College - Asphalt Improvement/Replacement. APPROPRIATION: $4,104,513
