Withholding Funds from the Return of Cash Bonds; Requires clerk of court to withhold funds from return of cash bond posted by criminal defendant or his or her spouse, rather than to withhold from return of cash bond posted on behalf of criminal defendant by person other than bail bond agent, funds for specified purposes; requires all cash bond forms to provide specified notice.

Florida Association of Agencies Serving the Blind; Provides an appropriation for the Florida Association of Agencies Serving the Blind. APPROPRIATION: $500,000

Physician Certifications for the Medical Use of Marijuana; Authorizes qualified physicians to perform patient examinations & evaluations through telehealth for renewals of physician certifications for medical use of marijuana.

Serious Mental Illness as Bar to Sentence of Death; Prohibits imposition of sentence of death if defendant had serious mental illness at time of offense; requires defendant to provide notice if he or she intends to raise serious mental illness as bar to sentence; provides for testing, evaluation, or examination; provides time of diagnosis does not preclude defendant from presenting evidence of serious mental illness; prohibits certain statements of defendant from being used against him or her; provides for postconviction proceedings.

Transportation; Establishing the Implementing Solutions from Transportation Research and Evaluating Emerging Technologies Living Lab (I-STREET) within the University of Florida; providing that the Department of Transportation's program for innovative transportation projects may include progressive design-build contracts; revising the calculation of a certain settlement paid to a nonselected responsive bidder; revising the frequency with which the department must make toll rate adjustments for inflation; reestablishing the Greater Miami Expressway Agency, etc.

Transportation Research; Establishes Implementing Solutions from Transportation Research & Evaluating Emerging Technologies Living Lab (I-STREET) within UF; specifies duties of I-STREET; requires report to Governor & Legislature; requires creation of advisory board; specifies composition of board.

Powers of the Florida Building Commission; Requires Florida Building Commission to develop certain uniform standards for existing building structures or facilities; provides requirements for such standards; authorizes commission to adopt certain rules that deviate from statewide standards.

Kratom Products; Prohibits manufacturers from preparing, packaging, distributing, selling, or exposing for sale certain kratom products; provides limitation on sale of kratom products; provides penalties; provides retailers are not liable for sale of unlawful kratom products under certain circumstances.

Free Speech of Health Care Practitioners; Prohibits certain entities from reprimanding, sanctioning, or revoking or threatening to revoke license, certificate, or registration of health care practitioner for specified use of his or her right of free speech without specified proof; requires certain entities to provide to health care practitioner any complaints within specified timeframe.

Patient-specific Prescription Drug Coverage Transparency; Provides patients are entitled to receive, upon request, specified information from a prescribing or ordering health care provider; specifies information certain insurers must provide to health care providers; authorizes health care providers to designate third party to facilitate exchange of such information; authorizes insurers to enter into agreements with designated third parties for specified purpose; provides limitations on such agreements.
