Juvenile Justice; Authorizing the Governor to award a Medal of Heroism to juvenile detention and juvenile probation officers; authorizing certain entities to establish an award program to award a Medal of Valor to a juvenile detention officer or probation officer in certain circumstances; revising the definition of the term “officer” to include juvenile detention and juvenile probation officers; requiring the Department of Juvenile Justice to direct the Department of Revenue to deduct specified amounts owed to the Department of Juvenile Justice upon a certain determination; requiring the Department of Revenue to transfer such funds into a certain trust fund; specifying requirements relating to such reductions in amounts distributed to counties, etc.

Commercial Service Airports; Preempts naming of major commercial service airports to state; provides names for major commercial service airports; provides that renaming specified airport is subject to approval of FAA & execution of certain agreement; provides that such airport names continue to be valid under certain circumstances; requires DOT to annually review provisions naming major commercial service airports for certain purpose; requires DOT to provide certain notice to Legislature; provides requirements for such notice; requires that certain government records created on or after certain date use such airport names; specifies that airport names are branding designations; provides that political subdivision is in compliance with certain provisions under specified circumstances.

Statewide Data Sharing of Secondhand Dealer, Secondary Metals Recycler, and Pawnbroker Transactions; Requires secondhand dealers, secondary metals recyclers, & pawnbrokers to transmit specified records to FDLE for purpose of statewide data sharing.

Unauthorized Aliens; Prohibits unauthorized aliens from receiving certain licensing or certification, financial assistance, & claim reimbursement; requires certain procedures, instruction, & testing to be conducted in English; prohibits alternate language accommodations; requires employers & licensees to verify employment eligibility & citizenship status, respectively, before taking certain actions; provides civil cause of action & criminal penalty; provides penalties; authorizes certain complaints; requires Office of Financial Regulation to conduct random audits; creates rebuttable presumption against unauthorized out-of-state drivers; provides exemptions & standard of proof; provides requirements for law enforcement officers, DHSMV, insurers, & OIR; provides administrative penalties; authorizes private cause of action; prohibits certain financial institutions from accepting certain forms of personal identification.

Task Force to Study Private Sector Retirement; Creates Retirement Savings Task Force within Department of Commerce to serve specified purpose; Provides for competition & appointment of task force members; require task for to have first meeting within specified time; requires task force to meet on certain schedule or upon specified event; requires task force to create report containing specified information; requires interim & final report to be provided to specified persons by certain dates

Sales Tax Exemption for Disabled Veterans; Creates exemption from specified taxes for sales of certain new motor vehicles made to specified veterans; requires DOR to provide certificate of exemption for specified purpose; authorizes DOR to adopt emergency rules.

Trust Funds/Re-creation/Emergency Preparedness and Response Fund/EOG; Re-creating Emergency Preparedness & Response Fund within EOG, Division of Emergency Management; abrogates provisions relating to termination of fund.

Statewide Counterintelligence and Counterterrorism Unit; Requires FDLE to establish & administer Statewide Counterintelligence & Counterterrorism Unit for specified purposes; provides requirements for establishing, administering, & funding such unit.

Protection of Religious Expression in Public Schools; Proposes amendment to State Constitution to provide protection from discrimination for student & school personnel religious expression in public schools.

Violations of Injunctions for Protection Against Domestic Violence; Provides that person commits felony of third degree if such person commits violation of injunction or foreign protection order against victim after having been convicted of any assault, battery, or violation of injunction or foreign protection order against same victim; requires minimum term of imprisonment for such offense.
