Employment Practices for Family and Medical Leave; Creates "Florida Family & Medical Leave Act"; requires employer to allow employees to take paid family leave to bond with minor child upon birth, adoption, or foster care placement; provides for civil action & penalties; creates family & medical leave insurance benefits program; prohibits specified employment practices on basis of pregnancy, childbirth, or medical condition related to pregnancy or childbirth; provides for leave, maintenance of health coverage, reasonable accommodation & transfer, & return rights for employee who is disabled from pregnancy, childbirth, or medical condition related to pregnancy or childbirth.

Vacating Premises After Rental Agreement Termination; Requires landlords to provide certain tenants specified amount of time to vacate premises after delivery of notice to terminate rental agreement before bring specified action.

Boating and Vessel Safety; Requires boating safety education courses & temporary certificate examinations to include specified components; directs FWCC to include such components in boating safety education campaigns & educational materials; requires instructors of water sports & activities to use engine cutoff switches & wear operative links to switches under certain conditions.

State Renewable Energy Goals; Prohibits drilling or exploration for, or production of, oil, gas, or other petroleum products & permitting & construction of certain related structures; requires statewide renewable energy electricity & carbon emission reductions by specified dates; directs Office of Energy within DACS to develop unified statewide plan; requires state & public entities to cooperate as requested; provides plan requirements; requires office to submit plan & updates to Governor & Legislature; creates Renewable Energy Advisory Committee within Office of Energy; directs Commissioner of Agriculture to submit specified annual report to Legislature.

Certified Domestic Violence Service Providers; Requires DCF to certify domestic violence service providers; provides requirements for such service providers; authorizes department to deny, suspend, or revoke certification of service provider; provides for expiration of such certification; authorizes service providers to be certified throughout state if funds & need is demonstrated; provides requirements for service providers to receive state funds; authorizes service providers to enter into subcontracts if approved by DCF; authorizes service providers to carry forward funds.

Farm-to-Plate Investment Plan; Requires DACS to develop plan with recommendations for legislative action to stabilize & revitalize farm & food businesses; provides plan requirements; authorizes DACS to take actions in developing plan; requires DACS to submit plan to Governor & Legislature.

Office of Diversity, Equity, and Inclusion; Establishes Office of Diversity, Equity, & Inclusion within EOG; provides for appointment of Chief Diversity Officer; prescribes minimum qualifications for Chief Diversity Officer; provides duties of Chief Diversity Officer, including creation of strategic plan that must be periodically updated & reviewed.

Acceptance of Cash Payments by Businesses; Requires certain businesses to accept cash payments for services; prohibits fees or conditions for such transactions; provides exceptions, penalties, & rulemaking authority.

Payments Made into the Registry of the Court; Removes provision that failure of tenant to make certain payments into registry of court within certain timeframe constitutes absolute waiver of specified defenses, entitling landlord to writ of possession without further action.

Tenant Safety; Revises what constitutes reasonable notice for repairs of dwelling units; requires operator of apartments to provide tenant or prospective tenant with certain background screening information; requires operator to provide tenant with list of employees or contractors & post such list on grounds of apartment or apartment's website; requires such operator to maintain, & make accessible to certain persons & during discovery, list that accounts for information for specified time period; requires licensee to provide Division of Hotels & Restaurants with certain information during its annual inspection.
