Relief/Sidney Holmes/State of Florida; Provides appropriation from State of Florida to compensate Sidney Holmes for wrongful incarceration; directs CFO to draw warrant payable directly to Sidney Holmes; declares that Legislature does not waive certain defenses or increase state's limits of liability with respect to act; prohibits funds awarded from being used or paid for attorney or lobbying fees; provides that certain benefits are void upon specified findings. CLAIM WITH APPROPRIATION: $1,722,000

Muslim-American Heritage Month; Recognizes May 2025 as "Muslim-American Heritage Month" & celebrates heritage & culture of Muslim Americans in this state.

Professional Licensing Requirements for Barbers and Cosmetologists; Provides period of time when convictions, or any other adjudication, for crimes may not be grounds for denial of licensure as barber or cosmetologist; providing exception; requires applicable board to approve certain educational program credits; repeals provision prohibiting employment of certain individuals by licensed vendor.

Sampling of Beach Waters and Public Bathing Spaces; Revises provisions related to bacteriological sampling of beach waters & public bathing places, including rule adoption & enforcement; issuance of health advisories; closure of beach waters & public bathing places; & notification & signage requirements.

Veterans; Revises provisions related to veterans including veterans' history program, Florida Is For Veterans, Inc., Veterans Employment & Training Services Program, grants, workforce training & recruitment, exemption from fees, advisory council on brain & spinal cord injuries, & required instruction on Veterans' Day & Memorial Day. APPROPRIATION: $91,207

Veterans' Long-term Care Facilities Admissions; Revises eligibility for residency in Veterans' Domiciliary Home of Florida to include specified individuals; adds such individuals to priority of admittance schedule; revises admission eligibility for veterans' nursing homes to include specified persons; revises priority of admittance to include such persons.

Mental Health and Substance Abuse; Revises written notice requirements relating to filing petitions for involuntary services; revises requirements relating to voluntary admissions to facility for examination & treatment, ordering person for involuntary services & treatment, petitions for involuntary service, appointment of counsel, & continuances of hearings; revises actions that constitute unlawful activities relating to assessment & treatment & court actions relating to involuntary assessments. APPROPRIATION: $50,000,000

Flood Disclosure in the Sale of Real Property; Requires seller of residential real property to provide specified information to a prospective purchaser; specifies how such information must be disclosed.

Home Health Care Services; Authorizes advanced practice registered nurses & physician assistants to order or write prescriptions for certain Medicaid services.

HIV Infection Prevention Drugs; Authorizes licensed pharmacists to screen for HIV exposure & order & dispense HIV infection prevention drugs in accordance with written supervisory protocol; requires Board of Pharmacy to adopt rules.
