Employment Practices for Family and Medical Leave; Creates "Florida Family & Medical Leave Act"; requires employer to allow employees to take paid family leave to bond with minor child upon birth, adoption, or foster care placement; provides for civil action & penalties; creates family & medical leave insurance benefits program; prohibits specified employment practices on basis of pregnancy, childbirth, or medical condition related to pregnancy or childbirth; provides for leave, maintenance of health coverage, reasonable accommodation & transfer, & return rights for employee who is disabled from pregnancy, childbirth, or medical condition related to pregnancy or childbirth.

AMIkids Family Centric Services; Provides an appropriation for the AMIkids Family Centric Services. APPROPRIATION: $1,060,000

Department of Labor; Creates Department of Labor; provides structure & purpose of department; revises requirements notifying employees of certain rights; designates department as state Agency for Workforce Innovation for purposes of implementing s. 24, Art. X of State Constitution; revises provisions relating to state minimum wage including, protected rights, rebuttable presumption & burden of proof, prohibition on certain contracts, process for filing complaint for violation of protected rights, department powers, injunctive relief, review of actions issued by department, statute of limitations during investigation, liability, & recordkeeping; creates the DOL Community Advisory Board; requires annual report.

Vacating Premises After Rental Agreement Termination; Requires landlords to provide certain tenants specified amount of time to vacate premises after delivery of notice to terminate rental agreement before bring specified action.

Drinking Water in Public Schools; Requires each school district to install certain number of water bottle filling stations which have certified point-of-use filter installed to remove lead & to identify all drinking water sources, install barcode on each source, & install filters that meet certain specifications on all such sources; requires school districts to publish & maintain specified list; authorizes each school district to use specified funds for certain purposes.

School Readiness Program; Requires early learning coalitions to adopt payment rate schedule; provides requirements for payment rate schedule; requires early learning coalitions to reimburse contracted school readiness program providers minimum payment rate; provides minimum payment rate reimbursements shall be charged as direct services; revises required contents of early learning coalition plans; requires division to annually collect data & include such data in annual report.

Funding for the School Readiness Program; Revises provisions relating to school readiness program.

State Renewable Energy Goals; Prohibits drilling or exploration for, or production of, oil, gas, or other petroleum products & permitting & construction of certain related structures; requires statewide renewable energy electricity & carbon emission reductions by specified dates; directs Office of Energy within DACS to develop unified statewide plan; requires state & public entities to cooperate as requested; provides plan requirements; requires office to submit plan & updates to Governor & Legislature; creates Renewable Energy Advisory Committee within Office of Energy; directs Commissioner of Agriculture to submit specified annual report to Legislature.

Criminal Justice; Removes provisions relating to operating budget of municipal law enforcement agency; revises prohibition on obstructing traffic by standing on street; prohibits persons from willfully obstructing public streets in order to solicit; removes provisions providing municipality has duty to allow law enforcement agency to respond to riot or unlawful assembly in specified manner; removes provisions providing municipality is civilly liable for specified damages proximately caused by municipality's breach of such duty; removes criminal penalty for assault committed in furtherance of riot or aggravated riot; removes criminal penalty for battery committed in furtherance of riot or aggravated riot; removes provision relating to destroying or demolishing memorial or historic property; removes provisions reclassifying specified burglary offenses committed during riot or aggravated riot & facilitated by conditions arising from riot; removes provision requiring person arrested for such violation to be held in custody until first appearance.

Commissioner of Education; Proposes amendments to the State Constitution to provide for election of Commissioner of Education & his or her inclusion as a member of the Cabinet & the State Board of Education.
