Threats from Foreign Nations; Prohibits specified entities & governmental entities from entering into specified contracts or agreements with foreign principal; prohibits foreign principal from entering into specified contracts or agreements with specified entities & governmental entities; provides criminal penalty; requires specified entities that have entered into specified contract or agreement with foreign principal to register with Department of Commerce by specified date; provides civil penalty; requires entity selling or transferring control of specified critical infrastructure to provide affidavit attesting to specified information to department; prohibits computer software produced or manufactured by specified companies from being used in critical infrastructure located within or serving this state.

Hands-free Driving; Prohibits person from operating motor vehicle while using wireless communications device in handheld manner; provides exception; requires that sustained use of wireless communications device by person operating motor vehicle be conducted through hands-free accessory until such use is terminated; revises exceptions to prohibition; removes obsolete provisions; revises penalty provisions relating to use of wireless communications devices in handheld manner in certain circumstances.

Homeowner's Associations; Revises, provides, & removes provisions relating to recall of board members of homeowners' associations; revises provisions relating to delivery of certain notices; specifies when board member is delinquent in paying assessments; revises & provides requirements relating to elections, recall disputes, arbitration, court actions, & attorney fees; provides financial reporting requirements; requires certain documents be provided to prospective purchasers before executing contract; authorizes prospective purchasers to cancel contract under certain circumstances.

Manufacturing ; Revises duties of Department of Commerce; establishes Chief Manufacturing Officer for certain purpose; provides organizational structure & responsibilities for Chief Manufacturing Officer; directs all state & local governmental entities to assist Chief Manufacturing Officer; requires department to prepare & submit to Governor & Legislature specified report regarding manufacturing efforts in this state by specified date; creates Florida Manufacturing Promotional Campaign for specified purpose; requires department to take certain actions in promoting campaign; requires persons that participate in campaign to register annually with department.

Financial Services ; Requires state financial institutions to pay semiannual assessment for specified time periods; requires that semiannual assessment be received by Office of Financial Regulation in specified manner & by specified dates; authorizes office to issue specified certificate under certain circumstances; authorizes certain elected officers, directors, or committee members of credit union to be reimbursed for certain expenses; revises timeframe for certain requirements by directors of proposed bank or trust company; revises timeframe within which bank or trust company corporation is required to open & conduct specified business.

Veterans; Revising provisions related to Florida is for Veterans, Inc., Veterans Employment & Training Services Program, grants, filing & license fees for veterans, & veteran courts.

Offenses Involving Children; Provides that ignorance of victim's age, misrepresentation of victim's age, & bona fide belief concerning victim's age are not defenses to certain offenses in which victim's age is an element of offense; provides an exception; revises age of victim involved in luring or enticing offenses; prohibits a person from luring or enticing victim out of a structure, dwelling, or conveyance for other than a lawful purpose, etc.

Aggravated Animal Cruelty; Requires the Department of Law Enforcement to post on its website the names of certain individuals who have violated specified animal cruelty provisions; provides a sentencing multiplier for specified offenses of aggravated animal cruelty.

Sexual Images; Prohibits person from possessing with intent to promote specified depictions including lewd or lascivious image; prohibits person from soliciting, possessing, controlling, or intentionally viewing depiction including lewd or lascivious image; provides criteria that may be used to evidence actual or simulated lewd exhibition of genitals; prohibits person from soliciting depiction including child pornography; prohibits person from willfully generating an altered sexual depiction of an identifiable person, without consent; prohibits person from soliciting an altered sexual depiction of an identifiable person without consent; prohibits person from possessing with intent to maliciously promote altered sexual depiction of identifiable person without consent.

Corrections; Revises provisions relating to deferral of prepayment of court costs & fees for indigent prisoners for actions involving challenges to prison disciplinary reports; provides for one-year limitation of actions period for certain actions concerning condition of confinement of prisoners; requires exhaustion of administrative remedies before certain actions concerning confinement of prisoners may be brought; provides for dismissal of certain actions involving prisoner confinement; requires showing of physical injury as condition precedent for bringing certain actions relating to prisoner confinement; provides that prison terms for certain offenses committed in conjunction with another felony offense may be sentenced to be served consecutively; revises provisions concerning methods of execution of death sentences; exempts persons working for or at confinement center from provisions regulating use of drones; revises provisions relating to mental health treatment for inmates.
