Student Outcomes; Revises provisions relating to instructional materials, programs & strategies, reading interventions & programs, New Worlds Reading Scholarship Accounts, specified FEFP funding, & students with educational deficiencies. APPROPRIATION: $158,000,000
Postsecondary Educational Institutions; Revises date by which State Board of Education & Board of Governors must annually compile & publish specified assessments; prohibits public institutions of higher education from requiring completion of political loyalty test or for persons to meet certain qualifications; provides requirements for such prohibited tests & qualifications; requires each state university to establish Office of Public Policy Events; provides duties of offices; authorizes state university to assign duties of office to existing office within university; designates Florida Student Association as nonprofit advocacy organization for students of State University System; & authorizes Chancellor of BOG, with approval from BOG, to designate another organization to serve such students.
Middle School and High School Start Times; Provides requirements for middle school & high school start times; provides district school board requirements; requires charter schools to meet requirements relating to middle school & high school start times.
Technology in K-12 Public Schools; Prohibiting the use of certain platforms on district-owned devices and through Internet access provided by the school district; authorizing teachers and other instructional personnel to designate an area for wireless communications during instructional time; requiring public schools to provide instruction on the social, emotional, and physical effects of social media, etc.
Heat Illness Prevention; Requires certain employers to implement outdoor heat exposure safety program approved by specified agencies; specifies requirements for program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & provides requirements for such training.
Local Redistricting; Prohibits consideration of residential addresses of certain persons during district-drawing process for boards of county commissioners; requires municipalities to fix boundaries of their districts in certain manner; specifies district changes may be made only in odd-numbered years; prohibits consideration of residential addresses of certain persons during district-drawing process; prohibits consideration of residential addresses of certain persons during residence-area-drawing process for district school boards.
Property Tax Administration; Revises timeframes for certain appeals of value adjustment board decisions by property appraisers; specifies when erroneous assessments of homestead property must be corrected; removes provision related to calculation of back taxes; specifies that certain erroneous property assessments may be corrected in specified manner; adds appeals for which value adjustment board must meet to hear.
Distribution of Cigarette Tax Funds; Revises percentage of certain funds that are paid to specified entities; revises entities that receive such funds.
Protected Information of Sexual Offense Victims; Authorizes sexual offense victim, or representative, to make written request to remove protected information which has been published or disseminated; requires person or entity to remove protected information within specified timeframe; prohibits person or entity from further publishing or disseminating protected information; authorizes civil action to enjoin continued publication or dissemination or republication or redissemination of protected information; authorizes specified civil penalties.
