Department of Health; Revising the purpose of the department’s targeted outreach program for certain pregnant women; requiring the department to provide specified information to pregnant women who have human immunodeficiency virus (HIV); requiring certain 911 public safety telecommunicators to receive biannual telecommunicator cardiopulmonary resuscitation training; providing additional long-acting medications that pharmacists may administer under certain circumstances, etc.

Miami Park Land Acquisition Adjacent to Marlins Park in Little Havana; Provides an appropriation for the Miami Park Land Acquisition Adjacent to Marlins Park in Little Havana. APPROPRIATION: $6,000,000

Tax Exemption for Affordable Housing; Authorizing counties and municipalities to adopt ordinances to grant ad valorem tax exemptions to property owners whose properties are used for the governmental or public purpose of providing affordable housing to certain persons or families; specifying procedures in the event property is transferred for other purposes; specifying procedures in the event an exemption is improperly granted as a result of certain acts by the property appraiser, etc.

Veterans Access Clinic at Nova Southeastern University; Provides an appropriation for the Veterans Access Clinic at Nova Southeastern University. APPROPRIATION: $7,200,000

Florida Housing Finance Corporation; Designating the corporation, rather than the State Board of Administration, as the state fiscal agency to make determinations in connection with specified bonds; requiring the executive director to annually report specified information to the board of directors, rather than the State Board of Administration; deleting a prohibition on service providers making contributions in excess of $100 to candidates for membership on the State Board of Administration other than the Governor, etc.

City of Miami - Badia Senior Center; Provides an appropriation for the City of Miami - Badia Senior Center. APPROPRIATION: $3,758,000

Enterprise Zone Boundaries; Providing an exception to general law; providing that certain enterprise zone boundaries are preserved for a specified purpose through a certain date; providing an exception, etc.

Tax Collector and License Plate Agency Operations; Defining the term “license plate agency”; requiring certain operational requirements to be the same for governmentally and privately managed license plate agencies; requiring transition of specified driver license services to tax collectors and license plate agencies on a limited basis by a certain date, etc.

Disability Abortions; Defining the terms “disability” and “disability abortion”; prohibiting a physician from performing or inducing, or attempting to perform or induce, a disability abortion; providing immunity from prosecution to a woman upon whom such abortion is performed; providing an exception, etc.

Telehealth; Revises definition of "telehealth" to remove exclusion of audio-only telephone calls from telehealth services; authorizes use of telehealth for prescription renewals; provides that telehealth may be substituted only for physical examinations; authorizes qualified physicians to issue physician certifications to existing qualified patients to receive marijuana & marijuana delivery devices under specified circumstance; prohibits certain health insurance policies, small employer health benefit plans, & health maintenance contracts from denying coverage for covered services provided through telehealth; provides that health insurers, small employer health benefit plans, & HMOs are not required to reimburse providers for originating fees or costs for telehealth services; provides cost-sharing limitations for health insurers, small employer health benefit plans, & HMOs relating to telehealth services.
