Serious Mental Illness as Bar to Sentence of Death; Prohibits imposition of sentence of death if defendant had serious mental illness at time of offense; requires defendant to provide notice if he or she intends to raise serious mental illness as bar to sentence; provides for testing, evaluation, or examination; provides time of diagnosis does not preclude defendant from presenting evidence of serious mental illness; prohibits certain statements of defendant from being used against him or her; provides for postconviction proceedings.

Court Records of Eviction Proceedings; Authorizes tenants & mobile home owners who are defendants in certain eviction proceedings to file motion with court to have records of such proceedings sealed & to have their names substituted on progress docket under certain conditions; requires court to grant such motions if certain requirements are met; requires court to substitute defendant's name on progress docket if judgment is entered in favor of defendant; provides retroactive applicability.

Heat Illness Prevention in Outdoor Environment Industries; Requires certain employers to provide drinking water, shade, & annual training to employees & supervisors; requires DACS, in conjunction with DOH, to adopt specified rules.

Elimination of Court-related Financial Obligations for Juveniles; Removes juveniles from numerous provisions relating to court fees; provides that fees & court-ordered costs previously ordered to be paid are unenforceable & uncollectable; provides for reinstatement of driver licenses suspended for failure to make specified payments.

Eligibility for Temporary Cash Assistance; Removes provisions authorizing certain benefits to be denied to individuals based solely on certain felony drug trafficking convictions; removes limitation on state's opting out of certain federal provisions relating to such benefit eligibility.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Community Violence Intervention and Prevention Grant Program; Creates Community Violence Intervention & Prevention Grant Program within DCF; provides uses for grants provided by department; provides application requirements & procedures for such grants; provides restrictions on grant funds; provides for program costs; requires specified evaluations; requires public hearings; prohibits certain conditions on grants; provides for grant duration; requires reports from recipients; requires annual report.

Everglades Protection Area; Requires comprehensive plans & plan amendments that apply to certain lands within or near Everglades Protection Area to follow state coordinated review process; requires DEP to make determinations, consult, & coordinate with specified entities regarding such plans & amendments; provides additional limitation for compliance determination of such plans & plan amendments; prohibits & provides requirements for adoption of certain development amendments within Everglades Protection Area.

Parental Leave; Requires, rather than authorizing, certain departments or agencies of state to adopt rules to establish plan for sick leave pool; provides that eligible employees may use sick leave pool for parental leave; provides for priority of application in case of conflict; defines "parental leave"; provides requirements for parental leave; provides amount of parental leave authorized; provides that parental leave runs concurrently with Family Medical Leave Act.

Newborn Screenings; Requires hospitals & other state-licensed birthing facilities to test for congenital cytomegalovirus in newborns; revises timeframe for health care providers attending home births to make referrals; provides that primary health care providers are responsible for coordinating referrals under certain circumstances; requires providers to test newborns for congenital cytomegalovirus; revises timeframe for hospitals to complete newborn hearing screenings; requires test results be reported to DOH.
