Use of Industrial Hemp for Construction; Directs DACS to conduct comprehensive study on use of industrial hemp to build structures & submit report to Governor & Legislature.
Licenses to Carry Concealed Weapons or Firearms; Reduces term and fee of license to carry concealed weapon or firearm; requires retention of fingerprints in specified state system; requires proof of completion of firearms training or safety course or class meeting specified requirements to renew license.
Condominium Associations; Revises & provides criminal penalties relating to acceptance of certain things of value, official records, use of association debit cards, & fraudulent voting activities; revises & provides requirements relating to official association records; revises jurisdiction of Division of Florida Condominiums, Timeshares, & Mobile Homes of DBPR with regard to investigating complaints.
Education; Revises requirements for annual report governing body of charter school must submit to its sponsor; revises private school obligations for Family Empowerment Scholarship Program; requires, rather than authorizes, Commissioner of Education to determine that private school is ineligible to participate in such program; requires eligible nonprofit scholarship-funding organizations to comply with specified statutes.
Florida Working Families Tax Rebate Program; Grants specified people & households state funds if they received tax credit under Federal Earned Income Tax Credit program; specifies criteria to receive such funds; provides calculation of funds for eligible people or households; specifies procedures for disbursing funds; requires DOR to provide report by specified date; revises definition of "retail sales." APPROPRIATION: $380,000,000
Energy; Prohibits deed restrictions & similar agreements from prohibiting certain cool roofs & renewable energy source devices; requires DACS to develop greenhouse gas registry & inventory; establishes Climate Adaptation Research Grant Program & Clean Energy Research, Development, Demonstration, & Deployment Center Program within DCAS; establishes Farm Renewable & Efficiency Demonstrations Program & Agriculture Resiliency Grant Program within DACS; revises funding, membership, & training program for Florida Energy Systems Consortium.
