Swimming Lesson Voucher Program; Requires DOH to contract with & establish network of swimming lesson vendors to participate in program; requires DOH to secure vendor in each county; requires vendors to participate in program if requested by DOH; requires DOH to establish application process; specifies eligibility criteria; provides program is subject to specific appropriation; authorizes DOH to seek grants or other public & private funding for program.

Health Care Provider Accountability; Revises rights of licensed nursing home facility residents; creates cause of action for ex parte temporary injunction against continued unlicensed activity; authorizes ACHA to provide records to local law enforcement & state attorneys' offices; provides standard of care requirements for office surgeries; prohibits certain office surgeries; provides physician, office, & procedure requirements.

Municipal Utilities; Authorizes municipality to fund or finance general government functions with portion of revenues from utility operations; establishes limits on utility revenue transfers for municipal utilities; modifies provisions relating to permissible rates, fees, & charges imposed by municipal water & sewer utilities on customers located outside municipal boundaries.

Private Property for Motor Vehicle Parking; Requires invoices for parking charges be sent by certified mail to specified party; prohibits late fees before certain period; authorizes late fees after such period; prohibits county or municipality from adopting certain ordinance or regulation; prohibits private property owner or operator from charging specified parties under certain conditions.

Everglades Protection Area; Requires comprehensive plans & plan amendments that apply to certain lands within or near Everglades Protection Area to follow state coordinated review process; requires DEP to make determinations, consult, & coordinate with specified entities regarding such plans & amendments; provides additional limitation for compliance determination of such plans & plan amendments; prohibits & provides requirements for adoption of certain development amendments within Everglades Protection Area.

Taiwan; Expresses appreciation for sister state relationship & bilateral economic & cultural ties between Florida & Taiwan.

Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.

Relief/Jamiyah Mitchell/South Broward Hospital District; Provides for relief of Jamiyah Mitchell, Latricia Mitchell, & Jerald Mitchell by South Broward Hospital District; provides appropriation to compensate Jamiyah Mitchell for injuries & damages sustained as result of negligence of South Broward Hospital District; provides limitation on payment of compensation & attorney fees, lobbying fees, & other similar expenses. CLAIM: $795,000

Authorization of Restriction Concerning Dogs; Authorizes public housing authorities to adopt certain policies relating to dogs; restricts types of ordinances & policies that may be adopted; removes exemption for local breed-specific ordinances adopted before specified date.

Capitol Complex; Requires DMS to set aside & dedicate specific area of Capitol Complex for placement of memorials; revises definition of term "Capitol Complex".
