Utility Services; Requires certain public meetings as condition precedent to effectiveness of new or extended agreement under which municipality will provide specified utility services in other municipalities or unincorporated areas; limits portion of certain utility revenues that municipality may use to fund or finance general government functions; requires excess revenues to be reinvested into municipal utility or returned to customers; revises provisions relating to permissible rates, fees, & charges imposed by municipal water & sewer utilities on customers located outside municipal boundaries; requires municipalities that provide specified utility services to report certain information by specified date, & annually thereafter, to PSC; requires PSC to compile such information & submit report by specified date, & annually thereafter, to Governor & Legislature; prohibits boards, agencies, commissions, & authorities of any county, municipal corporation, or political subdivision from restricting or prohibiting fuel sources & appliances used to provide energy to consumers.

Education; Revises provisions relating to public postsecondary boards, presidents, presidential succession plans, textbooks & instructional materials, & graduation requirements; Institute for Freedom in the Americas; & K-12 educational facilities, early warning system, district school board real property, capital outlay, student reading & mathematics deficiencies, schools of hope, New Worlds Reading Initiative, student report cards, & school grades; & establishes Rural Incentive for Professional Educators (RIPE) Program.

Wireless Communications Devices on School Grounds; Prohibits students from using wireless communications devices during school day, rather than during instructional time; requires district school boards to adopt rules for the use of such devices in certain locations or by certain students, etc.

Pub. Rec./Parkinson's Disease Research Program Registry; Provides public records exemption for Parkinson's Disease Registry that provides background information on individuals served by Parkinson's Disease Research Program; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Prearranged Transportation Services; Prohibits impersonation of transportation network company driver; provides criminal penalties; provides that services purchased from transportation network company are not considered privately owned or operated bus transit systems; authorizes Commission for Transportation Disadvantaged to expend funds to contract with alternative providers; provides requirements for such alternative providers; revises definition of term "transportation service provider"; requires transportation service providers to provide certain drivers with access to certain training materials.

Relief/Kristen and Lia Mcintosh/Department of Agriculture and Consumer Services; Provides appropriation to compensate Kristen & Lia McIntosh for injuries & damages sustained as result of negligence of employee of DACS; provides limitation on payment of compensation & attorney fees. CLAIM WITH APPROPRIATION: $2,252,000
