State-Operated Institutions Inmate Welfare Trust Fund; Specifies which funds should receive revenue from specified sources; revises maximum annual amount that may be deposited into State-Operated Institutions Inmate Welfare Trust Fund; adds environmental health upgrades to DOC facilities & fixed capital outlay for educational facilities as permissible uses for funds; revises disposition of inmate copayments for health care.

Florida Retirement System; Revises provisions relating to Special Risk Class normal retirement date, DROP participation, interest accrual rates, COLA, employer retirement contribution rates, investment plan member accounts, member disability coverage, & line-of-duty death benefit coverage.

Lactation Space in Courthouses; Requires lactation space in each county courthouse; provides requirements for such spaces; authorizes use of funds to provide lactation spaces in appellate courthouses.

Education; Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, part-time enrollment in public schools, transportation of students, graduations requirements, Commissioner of Education duties, & educator certifications.

Civil Remedies; Creates rebuttable presumption that lodestar fee is sufficient & reasonable attorney fee in most civil actions; reduces statute of limitations for negligence actions; provides standards for bad faith actions; provides for distribution of proceeds when two or more third-party claims arising out of single occurrence exceed policy limits; limits applicability of provisions relating to attorney fees in certain actions against insurers; provides standards for evidence to prove damages for medical expenses in certain civil actions; requires certain disclosures with respect to claims for medical expenses for treatment rendered under letters of protection; requires trier of fact to consider fault of certain persons who contribute to an injury; provides that owner or principal operator of multifamily residential property which substantially implements specified security measures on that property has presumption against liability in connection with certain criminal acts that occur on premises; revises provisions relating to immunity from liability for injury to trespassers on real property; specifies applicability of provisions relating to offer of judgment & demand for judgment.

Housing; Removes authority of local governments to adopt or maintain laws, ordinances, rules, or other measures that would have effect of imposing controls on rents; specifies requirements & restrictions on counties in approving housing developments; authorizes local governments to adopt ordinances to provide ad valorem tax exemption for portions of property used to provide affordable housing; revises total amount of community contribution tax credits which may be granted for projects; provides sales tax exemption for building materials used in construction of affordable housing units; authorizes department to make information available to corporation to administer Live Local Program; prohibits deduction of General Revenue Fund service charge on documentary stamp tax proceeds; provides appropriations. APPROPRIATION: $711,000,000

Regulation of Single-use Plastic Products; Authorizes certain coastal communities to establish pilot programs to regulate single-use plastic products; provides requirements for establishing such pilot programs; requires DEP to submit updated retail bag reports to Legislature by specified dates.

Operation of Electric Bicycles and Motorized Scooters; Authorizes violation relating to operation of certain electric bicycles or motorized scooters to be punishable as provided in local government ordinance; limits amount of fine authorized for such violation; authorizes local government to adopt ordinance relating to operation of certain electric bicycles or motorized scooters in order to protect public; requires local government to provide certain notice of adoption & enforcement of such ordinance.

Offenses Committed Against Religious Service Participants; Provides increased criminal penalties for certain stalking or ethnic intimidation offenses committed in religious institutions while victim is on property for purpose of participating in or attending religious service.
