The Camillus House ISPA Program for Mental Health and Substance Abuse Services; Provides an appropriation for The Camillus House ISPA Program for Mental Health and Substance Abuse Services. APPROPRIATION: $545,000
HIV Prevention; Provides that donation of human tissue by person who is knowingly infected with HIV to person who is not HIV-infected is felony; expands scope of unlawful acts by person infected with sexually transmissible disease; provides certain actions are not sufficient evidence to establish intent on part of person who transmits disease; provides applicability of criminal penalties for specified violations; removes fine for specified rule violations.
Prescription Insulin Drugs; Requires individual & group health insurance policies to cap insured's monthly cost-sharing obligation for covered prescription insulin drugs at specified amount; requires health maintenance contracts to cap subscriber's monthly cost-sharing obligation for covered prescription insulin drugs at specified amount.
Veterinary Medicine; Defines and redefines terms relating to veterinary medical practice.
Government-sponsored Recreation Programs; Provides exemption for government-sponsored recreation programs from specified child care facility requirements; authorizes such programs to waive exemption by notifying DCF; prohibits withdrawal of waiver.
Underground Facilities; Removes prohibition on certain entities to adopt or enforce ordinances relating to types of paint used to identify underground facilities & removal of marks.
Division of State Technology; Establishes Data Innovation Program through the division; requires DMS to administer program; specifies requirements for division regarding data governance across state agencies; requires division to develop & conduct data interoperability pilot programs with AHCA, DOH, & DCF; specifies requirements for pilot programs.
Tobacco Products; Revises definition of term "tobacco products" to include nicotine dispensing devices & nicotine products.
Use of Regulated Substances; Prohibits physician from issuing certificate for marijuana in form for smoking to patient under 21 years of age; provides information for informed consent form; prohibits sale of flavored liquid nicotine products intended for certain uses; revises age for smoking near school property; revises prohibited age related to sale, delivery, gift, possession, & purchase of tobacco products; revises provisions relating to restrictions on sale & delivery of nicotine products or nicotine dispensing devices.
Donor Human Milk Bank Services; Authorizes AHCA to pay for donor human milk bank services as optional Medicaid service under certain conditions; specifies eligibility criteria; adds such services to list of Medicaid services authorized for reimbursement on fee-for-service basis & list of services covered by managed care plans.
