Homestead Assessments; Provides homestead assessment limitation for purpose of school district levies for certain persons age 65 years or older; specifies who may apply for & receive limitation; specifies who may apply for & receive limitation in circumstances in which title is held jointly with right of survivorship; requires property appraiser who makes certain determination to serve upon owner notice of intent to record tax lien against property; provides that such property is subject to certain taxes, penalties, & interest; provides exception from such penalties & interest; provides that owner must be given specified timeframe to pay taxes, penalties, & interest before lien is filed; provides requirements for such lien.

Optometry; Revises member composition requirements for Board of Optometry; revises circumstances under which certified optometrist may administer or prescribe ocular pharmaceutical agents; requires board to adopt negative formulary of ocular pharmaceutical agents certified optometrists are prohibited from administering or prescribing; authorizes certified optometrists to perform laser & non-laser ophthalmic procedures & therapies; requires board to determine required content, grading criteria, & passing score for licensure examination for certified optometrists; authorizes certified optometrists to remove superficial foreign bodies.

University of Miami - Medical Training and Simulation Laboratory; Provides an appropriation for the University of Miami - Medical Training and Simulation Laboratory. APPROPRIATION: $500,000

Construction Materials Mining Activities; Specifies ground vibration limit for construction materials mining activities in Miami-Dade County; authorizes CFO to direct State Fire Marshal to modify standards, limits, & regulations for use of explosives used in construction materials mining activities in Miami-Dade County; provides legislative declaration regarding venues for alleged damages due to use of explosives used in construction materials mining activities; repeals provisions relating to legislative findings, claims, remedies, & final orders for damages due to use of explosives in construction materials mining activities.

Women of Tomorrow Mentoring and Scholarship Program; Provides an appropriation for the Women of Tomorrow Mentoring and Scholarship Program. APPROPRIATION: $500,000

Impeding, Provoking, or Harassing Law Enforcement Officers; Prohibits approaching law enforcement officer or remaining within specified distance of such officer with specified intent after receiving warning not to approach.

JCS Cares- Telemental Health Promotes Self-Sufficiency; Provides an appropriation for the JCS Cares- Telemental Health Promotes Self-Sufficiency. APPROPRIATION: $315,000

Autonomous Physician Assistants; Provides powers & duties related to autonomous physician assistants, including training, licensure, reporting, liability, & reimbursement; provides duties of DOH & Council on Physician Assistants; authorizes certain health care practitioners to perform certain examinations; provides criminal penalties; revises requirements for reimbursement of pharmacies; revises provisions relating to Child Protection Teams.
