Caloosahatchee River Watershed; Removes requirement for entities disposing of septage within Caloosahatchee River watershed to develop & submit specified agricultural use plan to DOH; prohibits land application of septage from onsite sewage treatment disposal & systems within Caloosahatchee River watershed; directs DEP to adopt updated Caloosahatchee estuary basin management action plan; provides plan requirements; prohibits specified activities within Caloosahatchee River watershed.

Transportation Network Companies; Provides limitation on certain fees charged by airports or seaports; prohibits certain airports & seaports from removing, degrading, or impeding access to certain services, benefits, or infrastructure.

Public Deposits; Prohibits CFO from designating credit unions as qualified public depositories unless certain requirements are met; prohibits credit unions from being designated as qualified public depositories if CFO withdraws from collateral agreements; requires return of all public deposits in credit union within specified timeframe under certain circumstances; authorizes CFO to limit amount of public deposits in credit unions; revises losses for which CFO may sell securities to protect public deposits; authorizes CFO to issue cease & desist order & corrective order to credit unions upon certain determination; specifies losses against which certain solvent banks, savings banks, savings associations, & credit unions must guarantee public depositors; revises duties & responsibilities of qualified public depositories as result of specified mergers, acquisitions, or consolidations.

Mental Health and Substance Abuse; Revises & provides terminology & requirements relating to petitions & procedures for voluntary & involuntary admissions, examinations, & treatment under Baker Act & Marchman Act; provides appropriation. APPROPRIATION: $633,000

Charter Schools; Creates Charter School Review Commission within DOE; revises provisions relating to reporting requirements & charter renewal, modification, & nonrenewal, use of interlocal agreements, impact fees, & charter school facilities; establishes Florida Institute for Charter Schools Innovation at Miami Dade College; requires OPPAGA to conduct specified analysis & submit report.

In-person Visitation; Requires providers to establish visitation policies & procedures within specified timeframe; provides requirements for policies & procedures; authorizes resident, client, or patient to designate essential caregiver; authorizes providers to suspend in-person visits under certain circumstances; requires providers to provide policies & procedures to AHCA; requires providers to make policies & procedures accessible from homepage of their websites.

K-12 Assessments and Accountability; Renaming "Next Generation Sunshine State Standards" as "state academic standards"; revises provisions relating to statewide assessment program, DOE & school district requirements, & state accountability program; provides end-of-year comprehensive progress monitoring assessments are statewide, standardized ELA & Mathematics assessments; revises coordinated screening & progress monitoring program.

Loss Run Statements; Specifies entities that must receive requests for loss run statements; specifies that insurers must provide loss run statements under certain circumstances; revises required claims history in loss run statements; limits loss run statement requests with respect to group health insurance policies to group policyholders.

Specialty License Plates; Revises limit on number of specialty license plates DHSMV may issue; revises annual use fee distributions from sale of Live the Dream license plate; provides for award of scholarships to certain students through competitive application process; requires DHSMV to develop Blue Angels motorcycle specialty license plate; specifies design requirement for plate; requires that number of valid Blue Angels motor vehicle & motorcycle specialty license plates be added together for purposes of certain determination; requires DHSMV to develop specified specialty license plates; provides for distribution & use of fees collected from sale of such plates.

Motor Vehicle Insurance; Requires agencies that employ law enforcement officers to maintain motor vehicle insurance in certain instances while traveling in an official law enforcement vehicle; provides exceptions; provides liability limitations; provides methods to meet liability insurance requirements.
