Florida Retirement System; Revises provisions relating to Special Risk Class normal retirement date, DROP participation, interest accrual rates, COLA, employer retirement contribution rates, investment plan member accounts, member disability coverage, & line-of-duty death benefit coverage.
Education; Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, part-time enrollment in public schools, transportation of students, graduations requirements, Commissioner of Education duties, & educator certifications.
Housing; Removes authority of local governments to adopt or maintain laws, ordinances, rules, or other measures that would have effect of imposing controls on rents; specifies requirements & restrictions on counties in approving housing developments; authorizes local governments to adopt ordinances to provide ad valorem tax exemption for portions of property used to provide affordable housing; revises total amount of community contribution tax credits which may be granted for projects; provides sales tax exemption for building materials used in construction of affordable housing units; authorizes department to make information available to corporation to administer Live Local Program; prohibits deduction of General Revenue Fund service charge on documentary stamp tax proceeds; provides appropriations. Causes of Action Based on Improvements to Real Property; Revises time in which action founded on design, planning, or construction of improvement to real property must be commenced; revises events after which statute of limitations & repose periods begin to run; provides exceptions for model homes & improvements with multiple buildings; limits actionable violation under Florida Building Code to material violation.
Property Insurance; Creates Florida Optional Reinsurance Assistance program (FORA); authorizes eligible insurers to purchase reinsurance coverage under FORA; requires board to provide specified coverage layers; specifies requirements & procedures for appropriation of funds from General Revenue Fund to provide reimbursements under FORA; removes right to attorney fees for judgments or decrees against surplus lines insurers in suits arising under residential or commercial property insurance policies; revises eligibility requirements for renewing coverage with Citizens Property Insurance Corporation for personal lines residential & commercial lines residential risks; specifies burden of proof for corporation policyholders making claims for water damage; specifies conditions that must be met for property insurance policy to require mandatory binding arbitration; removes right to attorney fees payable by insurers in alternative procedure for resolution of disputed sinkhole insurance claims; prohibits policyholders from assigning post-loss insurance benefits under residential or commercial property insurance policies; provides appropriation. Toll Relief; Requires Florida Turnpike Enterprise to establish toll relief program; specifies requirements for eligibility for account credits under program; appropriating funds for DOT to reimburse specified entities for account credits issued under program; provides powers & duties of department related to the program; provides for reversion of unexpended funds.
