Juvenile Diversion Program Expunction; Requires FDLE to expunge nonjudicial arrest record of minors who successfully complete diversion program for specified felony offenses, rather than only for misdemeanor offenses; authorizes minor who successfully completes diversion program & is granted expunction for any covered offense to lawfully deny or fail to acknowledge certain information.

Taxation; Prohibiting counties from imposing requirements on borrowers other than requiring proof of the borrower's income; providing for the assessment of land used in the production of aquaculture to be based solely on its agricultural use; providing that real property includes certain portions; revising the military operations that qualify certain servicemembers for an additional ad valorem tax exemption; increasing the property tax exemption for residents who are widows, widowers, blind persons, or totally and permanently disabled persons; defining the term "residential improvement"; providing for an abatement of ad valorem taxes and non-ad valorem assessments for certain residential improvements destroyed due to a sudden and unforeseen collapse; exempting certain federal loans from documentary stamp taxes; exempting certain Formula One Grand Prix race admissions from the sales tax on admissions; exempting certain Daytona 500 race admissions from the sales tax on admissions; exempting from sales and use tax the retail sale of children's books during a specified timeframe; exempting from sales and use tax the retail sale of children's diapers during a specified timeframe, etc.

Law Enforcement ; Authorizes a sheriff to transfer funds between specified categories and code levels after his or her budget is approved; revises salary minimums for county sheriffs; provides for adoption benefits for law enforcements officers; creates Florida Law Enforcement Recruitment Bonus Payment Program; provides exemption from certain law enforcement officer training requirements for military veterans; provides requirements for skills training for law enforcement officers relating to officer health & safety; makes children of law enforcement officers eligible for Family Empowerment Scholarships; encourages school districts to establish public safety telecommunication training programs & offer law enforcement explorer programs; requires Board of Governors & State Board of Education to create process that enables eligible law enforcement officers or former officers to earn credit for college-level training & education acquired while serving an officer; creates Florida Law Enforcement Academy Scholarship Program; provides for reimbursement for out-of-state & special operations forces law enforcement equivalency training.

Care of Students with Epilepsy or Seizure Disorders; Requires school to provide epilepsy or seizure disorder care to student; provides for creation & implementation of individualized seizure action plan for students with epilepsy or seizure disorders to receive health care at school; provides requirements for DOE, schools, school nurses & certain other school employees, & such plans.

Senior Citizen and Teacher Property Tax Protection; Prohibits tax collector from including on forms, or assessing or collecting, certain charges on property tax bills for certain identified populations; prohibits tax collector from authorizing debt collection entity to collect certain charges on property tax bills for certain identified populations; prohibits tax collector from selling tax certificate on certain properties; requires DOR to work with tax collectors to identify mechanisms, strategies, & funding sources for assisting certain populations pay for delinquent charges.

Opa-locka Streetscape Improvements; Provides an appropriation for the Opa-locka Streetscape Improvements. APPROPRIATION: $3,000,000

New Horizons After School and Weekend Rehabilitative Program; Provides an appropriation for the New Horizons After School and Weekend Rehabilitative Program. APPROPRIATION: $300,000

Opa-locka CRA Plan Update and Expansion; Provides an appropriation for the Opa-locka CRA Plan Update and Expansion. APPROPRIATION: $150,000

Opa-locka Innovation Makerspace Facility; Provides an appropriation for the Opa-locka Innovation Makerspace Facility. APPROPRIATION: $5,000,000
