Labor Regulations; Provides that all employee organizations that are certified as bargaining agent, & not just those representing certain employees, may deduct dues & assessments from salaries of certain employees; removes provision requiring certain employee organizations to petition for recertification; provides applicability; requires certain employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules; requires certain contracting agents to contribute funds to qualified benefit providers for benefit of workers; provides contribution amount; requires such contributions to be made within certain time period; provides requirements for such contributions; provides duties of qualified benefit providers; authorizes qualified benefit provider to use specified percentage of contributions for administrative functions; requires worker to select qualified benefit provider; authorizes worker to change his or her qualified benefit provider annually; requires contracting agents to provide certain information to its workers; provides requirements for organization to become qualified benefit provider; provides cause of action.

Social Work Licensure Interstate Compact; Creates Social Work Licensure Interstate Compact; provides for recognition of access to social work services, including through telehealth, in member states; provides for development of data system, reporting procedures, & exchange of specified information between member states; specifies licensees practicing in remote state under compact must adhere to laws & rules of that state.
Florida Bright Futures Scholarship Program; Requires public middle schools to provide for administration of PSAT/NMSQT to students who meet specified criteria for specified purposes relating to Florida Bright Futures Program; requires specified test preparation resources & information be provided to certain students; provides for funding for such assessments & resources; & revises eligibility criteria for certain awards under Florida Bright Futures Scholarship Program.

Delivery of Patient Protection; Requires health care facilities to implement & maintain staffing plans; specifies minimum staffing levels for direct care registered nurses based on hospital or clinical unit setting; requires that patients be cared for only in hospital or clinical units that meet specified minimum staffing levels; prohibits health care facilities from using video cameras or monitors as substitute for direct observation; exempts health care facilities from minimum staffing level requirements during declared state of emergency; provides whistle-blower protections; creates cause of action; prohibits employers from taking actions with respect to employment for certain unionized staff.
Homelessness; Defines "housing status"; prohibits denial or abridgment of person's ability to access public services solely because he or she is homeless; provides that person experiencing homelessness has specified rights; authorizes court to award certain relief, damages, & attorney fees & costs to prevailing plaintiff in certain civil actions.
Repair of Motorized Wheelchairs; Requires original equipment manufacturer to make available any documentation, parts, & tools, required for diagnosis, maintenance, or repair of motorized wheelchair & parts for motorized wheelchair; requires original equipment manufacturer of motorized wheelchair with electronic security lock to make available any special documentation, parts, & tools, needed to access & reset lock when disabled in course of diagnosis, maintenance, or repair of motorized wheelchair; provides that violation of act is unlawful practice under Florida Deceptive & Unfair Trade Practices Act; provides that original equipment manufacturer is not required to divulge trade secrets.
Relative Caregiver Program Payments; Provides that relatives & nonrelatives who have child placed with them in out-of-home care under Relative Caregiver Program may start receiving monthly payment at time child is placed in such out-of-home care, instead of starting when child is found to be dependent; provides that certain relatives & nonrelatives who have child placed with them may start receiving monthly payments after specified time period.
Pub. Rec./Victims of Domestic Violence and Dating Violence; Provides that names, addresses, telephone numbers, & social security numbers of victims of dating violence who participate in Address Confidentiality Program for Victims of Domestic & Dating Violence are exempt from public records requirements; provides for retroactive application of exemption; provides for future legislative review & repeal; provides statement of public necessity.
Ticket Sales and Resales; Requires operators, ticket resellers, & online ticket marketplaces to disclose specified information during ticket listing & purchasing process; specifies prohibited practices; authorizes Secretary of Commerce to receive specified information about technology & security measures from online ticket marketplaces; specifies that trade secrets received by secretary remain confidential when shared with attorney general; authorizes Secretary of Commerce to enforce certain provisions.
