Criminal Rehabilitation; Specifies to rehabilitate offender to transition back to community successfully is one of primary purposes of sentencing; reduces minimum sentence that must be served by defendant from 85 percent of sentence to 65 percent; revises provisions concerning gain-time to provide for outstanding deed gain-time, good behavior time, & rehabilitation credits; revises limits on awards.

State Renewable Energy Goals; Prohibits drilling or exploration for, or production of, oil, gas, or other petroleum products & permitting & construction of certain related structures; requires statewide renewable energy electricity & carbon emission reductions by specified dates; directs Office of Energy within DACS to develop unified statewide plan & submit plan to Governor & Legislature; creates Renewable Energy Advisory Committee; directs Commissioner of Agriculture to submit annual report to Legislature.

Access by Insureds to Claim-related Documents; Defines "claim-related documents"; requires insurers to notify insureds & certain parties that insureds may obtain copies of all claim-related documents upon request; requires insurers to provide to insureds, insureds' agents & attorneys, copies of all claim-related documents within specified timeframe after receiving requests; authorizes civil actions & recovery of insureds' attorney fees & costs.

Insurance; Creates Property Insurance Commission; provides powers & duties of commission; provides for election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment for specified period after leaving office; requires interest earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency; authorizes persons who engage in property insurance activities in other states to engage in insurance activities in this state; prohibits property insurers from using certain defenses as claims denials; requires insurance agents to advise insurance applicants of flood risk; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to My Safe Florida Home Program; provides effective date. APPROPRIATION: $300,000,000

Condominium Windstorm Pilot Program; Requires OIR to establish Condominium Windstorm Pilot Program for specified purpose; requires office to submit certain information to Legislature by specified date; provides for expiration of program; requires majority vote of total voting interests of condominium association in order to participate in program; provides requirements for associations to participate in program; requires insurance policies issued under program to align with estimated reserves of association; authorizes office, in collaboration with other stakeholders, to create certain educational materials.

Climate Resilience and Drinking Water Standards; Requires DEP to establish Blue Communities Program & Blue Communities Fund; establishes advisory board within DEP; provides for membership; establishes Ocean State Climate Adaptation & Resilience Grant Fund within DEP; specifies sources & uses of funding & project eligibility requirements; provides duties of DEP & Florida Oceans & Coastal Council; provides reporting requirements; requires DEP & council to jointly adopt rules; establishes Marine Resources Conservation Account within Marine Resources Conservation Trust Fund to be administered by FWCC; requires DEP, or local county health department designated by DEP, to monitor level of forever chemicals in certain water systems; provides monitoring standards.

Immigration and State-issued Identification; Revises provisions relating to driver licenses; removes provisions relating to: patient immigration status data collected by hospitals, licenses to practice law for unauthorized immigrants, employers using E-Verify, human smuggling, & sanctuary policies; requires state & political subdivisions to accept certain identification documents; revises provisions related to: person's immigration status and obtaining a professional or occupational license, law enforcement agreements with ICE, cooperation with federal immigration authorities by correctional facilities, visa applications, & children's immigration status affecting access to public schools.

Resident Status for Tuition Purposes; Prohibits individual from losing his or her resident status for tuition purposes solely because of his or her incarceration.

Aftercare Services Under Road-To-Independence Program; Revises eligibility requirements for young adult to receive aftercare services; limits aftercare services available to certain young adults; authorizes DCF to distribute federal funds to young adults, regardless of their eligibility, under certain circumstances.

Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category.
