Compulsive and Addictive Gambling Prevention; Establishes Compulsive & Addictive Gambling Prevention Program within Florida Gaming Control Commission; provides duties of program; requires commission to contract for services, ensure participation by gaming facilities; authorizes commission to allocate funding; requires DOL to deposit percentage of specified funds into trust fund.

Homestead Assessments Following a Change in Ownership; Provides exception from assessment of homestead property at just value upon transfer of property if property is transferred to child or grandchild of deceased owner; specifies procedures for effectuating such transfer.

Newborn Screenings; Requires hospitals & other state-licensed birthing facilities to test for congenital cytomegalovirus in newborns; revises timeframe for health care providers attending home births to make referrals; provides that primary health care providers are responsible for coordinating referrals under certain circumstances; requires providers to test newborns for congenital cytomegalovirus; revises timeframe for hospitals to complete newborn hearing screenings; requires test results be reported to DOH.

Identification Cards; Requires DHSMV to issue or renew ID cards at no charge to persons presenting valid voter's registration card & attesting to financial hardship; prohibits DHSMV from requiring such persons to present evidence of such hardship; requires DHSMV to issue ID cards at no charge to certain other persons.

Pub. Rec./Criminal Conflict and Civil Regional Counsel Offices; Expands public records exemption to include all records pertaining to registration application submitted by any criminal conflict & civil regional counsel office; provides for future legislative review & repeal; provides statement of public necessity.

Children with Developmental Delays; Revises definition of term "exceptional student" to include additional students with developmental delays.

Veteran Suicide Prevention Training; Requires DVA to establish Veteran Suicide Prevention Training Pilot Program; provides purpose; requires participants to receive training; requires DVA to contract to develop training curriculum; requires DVA to oversee process for administering training & certifying participants; requires report to Legislature; provides appropriation. APPROPRIATION: $500,000

High School Graduation Requirements in Personal Finance; Revises required credits for standard high school diploma to include one-half credit of instruction in personal financial literacy & money management & seven & one-half, rather than eight, credits in electives; authorizes students to earn one-half credit in personal financial literacy & money management as elective.

Motor Vehicle Insurance; Requires agencies that employ law enforcement officers to maintain motor vehicle insurance in certain instances while traveling in an official law enforcement vehicle; provides exceptions; provides liability limitations; provides methods to meet liability insurance requirements.

Online Training for Private Security Officers; Provides certain training for Class "G" or Class "D" license may be conducted online; requires DACS to establish criteria & rules for regulation of entities providing online training; provides requirements for online training courses for Class "D" license; provides reporting requirements upon completion of training.
