Management and Safety of Condominium and Cooperative Buildings; Revises practice standards for community association managers & management firms; revises provisions relating to milestone inspections; authorizes municipalities to adopt certain ordinances; removes certain review & report by Florida Building Commission; revises requirements for purchase of flood insurance for certain policies; revises provisions relating to structural integrity reserve study; revises requirements for alternative dispute resolution, presuit mediation, & civil actions. APPROPRIATION: $1,369,121

Nursing Education for Military Combat Medics; Revising a primary goal of the Florida Center for Nursing to provide that development of a statewide plan for nursing manpower must include the encouragement and coordination of the development of partnerships with hospitals which provide opportunities for nursing students to obtain clinical experience; requiring that the Articulation Coordinating Committee convene a workgroup to establish a process for determining postsecondary course equivalencies and the minimum postsecondary credit or career education clock hours that must be awarded in accredited nursing education programs for military training and education required for service in specified positions; authorizing the award of additional postsecondary credit or career education clock hours.

Land Development Initiative and Referendum Processes; Prohibits an initiative or referendum process in regard to any land development regulation.

Education for Children and Young Adults in Out-of-home Care; Requires case manager or other staff member to provide child with verbal & written information about certain topics; removes limitations on type of questions child may ask; establishes Office of Children's Ombudsman within DCF; specifies responsibilities of office; requires DCF to consult with specified children & young adults when creating or revising certain print or digital written information.

Caribbean Heritage Month; Recognizes June 2023 as "Caribbean Heritage Month."

Secured Transactions

Suicide Prevention; Renames Commission on Mental Health & Substance Abuse; revises purposes of commission to include assessment of state's suicide prevention infrastructure; revises membership & duties of commission; requires commission to submit annual interim reports for specified timeframe; revises date by which commission must submit its final report; extends repeal date of commission.

Termination of Agreements by a Servicemember; Defines "government quarters" for purposes of termination of servicemember's rental agreement.

Authorization of Restriction Concerning Dogs; Authorizes public housing authorities to adopt certain policies relating to dogs; restricts types of ordinances & policies that may be adopted; removes exemption for local breed-specific ordinances adopted before specified date.

Pub. Rec./Judicial Assistants; Adds current judicial assistants & their spouses & children to specified agency personnel & family members to whom exemption from public records requirements applies; provides for retroactive application of exemption; provides for future legislative review & repeal of exemption; provides statement of public necessity.
