Rural Development; Requiring certain agency agreements to include a provision authorizing the agency to provide for the payment of specified invoices to certain counties or municipalities for certain verified and eligible performance; revising the percentages of total infrastructure project cost which the Department of Economic Opportunity may award through grants from the Rural Infrastructure Fund; revising authorized uses of eligible funds; authorizing the department to award grants up to a specified amount for specified planning and preparation activities; revising a provision that requires that awarded funds for specified surveys or other activities be matched with a specified amount of local funds, etc.

Controlled Substances; Revises elements of murder offenses; provides criminal penalties for adults who unlawfully distribute specified substances or mixtures & an overdose or serious bodily injury of user results; provides enhanced criminal penalties for repeat offenders provides that specified persons have certain protections from arrest & prosecution.

Space Florida; Requires Secretary of Economic Opportunity to serve as manager for state with respect to contracts with Space Florida; revises powers, duties, & membership of board of directors of Space Florida; prohibits Space Florida from endorsing candidate or contributing moneys to campaign; prohibits Space Florida from expending funds on certain expenses; requires Space Florida to consult with agencies & jurisdictions.

Transportation; Revises & provides requirements relating to disabled motor vehicles, autonomous vehicle grading standards, airport zoning regulations, Implementing Solutions from Transportation Research & Evaluating Emerging Technologies Living Lab, certification of aggregate shipments, acceptance of electronic proof of delivery, liability insurance, sharing of cost savings, contractor's certificate of qualification to bid, exemption from public records requirements, request for legislative approval of proposed turnpike projects, M.P.O.'s, allocation of funds to workforce development program. APPROPRIATION: Indeterminate

Protection of Specified Personnel; Requires violation to be committed with specified intent; prohibits specified threats against justice, judicial assistant, clerk of court, or clerk personnel or family member of such person; prohibits specified harassment of certain personnel with intent to intimidate or coerce such person to perform or refrain from performing lawful duty.

Commercial Service Airport Transparency and Accountability; Revises information required to be posted on website of governing body; requires commercial service airport to use specified competitive solicitation processes for purchases of commodities or contractual services; revises type of contract governing body must approve, award, or ratify as separate line item on agenda; requires governing body to provide opportunity for public comment on contracts; prohibits contracts from being approved, awarded, or ratified as part of consent agenda.

Florida Kratom Consumer Protection Act; Prohibits sale, delivery, bartering, furnishing, or giving of any kratom product to person under 21 years of age; provides criminal penalties; requires DACS to adopt rules.

Fees in Lieu of Security Deposits; Authorizes landlord to offer tenant option to pay fee in lieu of security deposit; provides requirements relating to certain notices, filing of insurance claims, options for paying fee, & written agreements between landlord & tenant to pay fee in lieu of security deposit; prohibits landlord from accepting certain payments; specifies landlords have exclusive discretion whether to offer tenants such option; prohibits landlord from approving or denying application for occupancy based on prospective tenant's choice to pay fee in lieu of security deposit.

Home Health Aides for Medically Fragile Children; Requires home health agencies to ensure tasks delegated to home health aides for medically fragile children meet specified requirements; provides individuals exemption from costs associated with specified training; authorizes home health aides for medically fragile children to perform tasks delegated by registered nurse; requires AHCA to conduct annual assessment of certified health aide program; requires agency to submit report to Governor & Legislature; requires agency to establish a specified fee schedule; provides appropriations. Driver License, Identification Card, and Motor Vehicle Registration; Revising the parties that may receive confidential crash reports to include law enforcement agencies and their contracted service providers; requires that motor vehicle registration form and registration renewal form and driver license or ID card application form, respectively, include option to make voluntary contribution to Best Buddies International; defining the terms "control" and "motor vehicle dealer's leasing or rental affiliate", etc.
