Compensation for Advising or Assisting in Veterans' Benefits; Provides short title; provides purpose; prohibits person from receiving compensation for preparation, presentation, or prosecution of claim or advising or assisting individual with regard to veterans' benefits matter except as authorized by federal law; prohibits person from receiving compensation for referring individual to another person for such services; requires person who receives compensation for such services to be held to certain standards in rules regulating The Florida Bar; provides that violation is deceptive & unfair trade practice.

Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.
Online Voter Registration Database Study; Requires OPPAGA to perform study to determine most effective means of creating online voter registration database with certain capabilities; requires OPPAGA to submit report to Governor & Legislature.
Task Force on Missing and Murdered African-American Women; Creates task force; specifies duties; provides membership; provides for officers & meetings; requires report; provides for expiration of task force. APPROPRIATION: $150,000
Financial Accountability in Publicly Funded Education; Revises requirements for private school to participate in certain educational scholarship programs; requires DOE to suspend payment of funds to participating private schools; creates K-12 Education Funding Task Force within DOE; & provides requirements for task force.
Insurance; Creates Property Insurance Commission; provides powers & duties of commission; provides for election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment for specified period after leaving office; requires interest earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency; authorizes persons who engage in property insurance activities in other states to engage in insurance activities in this state; prohibits property insurers from using certain defenses as claims denials; requires insurance agents to advise insurance applicants of flood risk; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to My Safe Florida Home Program; provides effective date. Municipal Water and Sewer Utility Rates; Requires municipality to charge consumers receiving its utility services in another municipality same rates, fees, & charges as it charges consumers within its own municipal boundaries under certain circumstances.
Coordinated Systems of Care for Children; Defines "care coordinator"; requires school districts to be guided by & adhere to specified mental health & treatment support system for children; requires school districts to contract with managing entities to provide care coordinators for students; requires care coordinator provided by managing entity be placed in school districts for specified purposes; requires school districts to address recommendations & meet specified performance outcomes; requires school districts to report annually to DOE on performance outcomes & allocation & expenditure of funding.
