Sickle Cell Care Management and Treatment Education; Requires specified continuing education course for first licensure & certification renewal for specified health care professions; provides requirements for such courses; authorizes appropriate boards to adopt rules.

Medicaid Presumptive Eligibility For Pregnant Women; Creates pilot program to provide temporary Medicaid coverage to pregnant women who are presumptively eligible for Medicaid; authorizes AHCA to approve certain entities to serve as qualified presumptive eligibility locations; provides application requirements; requires AHCA to prioritize approval of qualified entities located in underserved areas; specifies duties of qualified entities; requires qualified entities to provide written notice of their determinations to applicants within specified timeframe; provides requirements for notice; specifies performance standards for qualified entities; specifies timeframe of presumptive eligibility period for temporary Medicaid coverage; requires AHCA to implement certain procedures that allow for seamless transition from temporary Medicaid coverage to enrollment for full Medicaid benefits; requires AHCA, in collaboration with DOH, to implement outreach program for specified purposes; requires AHCA to seek federal approval to implement pilot program; requires AHCA to implement pilot program within specified timeframe.

Housing; Creates Department of Housing & Tenant Rights; provides requirements for rental agreements; prohibits landlords from requiring prospective tenants to pay certain fees; revises & specifies grounds for termination of rental agreement; authorizes tenants, mobile home owners, mobile home tenants, & mobile home occupants who are defendants in eviction proceedings to file motion with court to have records of such proceedings sealed & to have their names substituted on progress docket; requires landlord to give tenants opportunity to purchase dwelling unit or premises; prohibits landlord from evicting tenant or terminating rental agreement because tenant or tenant's minor child is victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; prohibits purchase of single-family homes for specified purpose; authorizes civil investigations & actions; authorizes award of certain relief; authorizes local governments & special districts to adopt specified impact fee; authorizes municipalities to create community land bank programs; requires certain municipalities to develop & annually adopt community land bank plan; authorizes land banks to buy certain property for less than market value; requires land banks to offer qualified organizations right of first refusal to purchase certain property; provides that rental of certain homestead property does not constitute abandonment; creates Retail-to-residence Tax Credit Program & Affordable Housing Construction Loan Program.

Deceptive and Unfair Trade Acts or Practices; Provides that persons or entities that take specified actions during transaction for sale or lease of goods or services to consumer commit unfair or deceptive act or practice, enforceable pursuant to specified provisions.

Florida Museum of Black History; Specifies functions & activities of Florida Museum of Black History; provides for legislative designation of permanent & temporary locations of museum; requires specified nonprofit organization to create exhibits for temporary museum; establishes governing board for certain purposes; provides requirements for governing board; requires governing board to submit written report to Governor & Legislature by specified date; requires DOS to provide certain support; provides appropriations. APPROPRIATION: $1,500,000

Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.

Electrocardiograms for Student Athletes; Authorizes certain out-of-state licensed practitioners to conduct medical evaluations; requires certain students to receive electrocardiogram to participate in interscholastic athletic competition; provides exemption from such procedure; & provides immunity from liability.

Economic Self-sufficiency; Provides requirements for local workforce development boards; requires DOC to develop certain training; authorizes participation in programs or courses for specified number of hours per week; authorizes DOC to suspend work requirements; requires DCF to administer exit survey; provides requirements for voluntary case management services; requires development of intake & exit surveys & survey results to be disseminated quarterly; creates School Readiness Plus Program within DOE; provides requirements for such program.

HIV Infection Prevention Drugs; Authorizes licensed pharmacists to screen for HIV exposure & order & dispense HIV infection prevention drugs in accordance with written supervisory protocol; requires Board of Pharmacy to adopt rules.

My Safe Florida Condominium Pilot Program; Establishes My Safe Florida Condominium Pilot Program within DFS; provides requirements for DFS, wind certification entities, hurricane mitigation inspectors & inspections, inspection & grant applications, mitigation grant eligibility, grant matching & maximum grant amounts, mitigation projects & use of grant funds, contracts, & annual report.
